MANILA — Meralco electricity rates are going down in August.The power distributor said the overall rate is going down by P0.04/kWh, mainly due to the refund mandated by the Energy Regulatory Commission (ERC).This means electricity bills may go down by the following amounts:Consumption     Decrease 200 kWh             P9 300 kWh             P13 400 kWh             P17 500 kWh             P21<div>More details to follow.</div>
