Jonathan Cellona, ABS-CBN News/File</div>MANILA — The 2027 National Expenditure Program (NEP) includes P10.773 billion in confidential and intelligence funds, and almost P112 billion in unprogrammed appropriations.The proposed P10.773 billion confidential and intelligence fund is 8.8 percent lower than the P11.818 billion allocated this year. The 2027 budget proposes P4.368 billion in confidential funds and P6.405 billion in intelligence funds.<div><a href="https://www.abs-cbn.com/news/nation/2026/8/11/senate-receives-proposed-p7-2t-2027-budget-1731">Senate receives proposed P7.2T 2027 budget</a></div>A copy of the 2027 NEP shows that the Office of the President has proposed confidential funds of P2.25 billion and intelligence funds of P2.3 billion, the same level as this year.Agencies that are &quot;legally authorized&quot; to conduct confidential and intelligence functions will only receive the said funds under the 2027 NEP, said Acting Budget Secretary Kim Robert De Leon. He reiterated that the use of confidential and intelligence funds is still subject to existing budgeting, utilization, liquidation, and auditing rules to ensure accountability and that the funds are used for their intended purposes.<div>UNPROGRAMMED APPROPRIATIONS</div>The executive, meanwhile, proposed P111.984 billion in unprogrammed appropriations (UA) for 2027 under the NEP.The DBM said this is the &quot;lowest amount, nominally, of the UA since 2019.&quot;A significant portion of the proposed 2027 UA will fund foreign-assisted projects, which will be studied by the Investment Coordination Committee.&quot;Ito naman po talaga ‘yung pangunahing use of the unprogrammed appropriations: magbigay ng space para dito sa mga foreign-assisted projects na hindi pa talaga natatapos ‘yung detalye noong inihanda natin ‘yung ating national expenditure program,&quot; De Leon said. &quot;Ngunit alam natin na by 2027 ay matatapos ‘yung pagpaplano including ‘yung pag-sign natin ng respective loan agreement sa ating mga respective development partners. And whichever safeguards need to be put in place, &#x27;yun po &#x27;yung ating ilalagay,&quot; she said.Suansing said the Development Budget Coordination Committee briefing is scheduled on August 17. It will kick off the budget deliberations at the lower chamber.She targets to get the proposed 2027 national budget to be approved on final reading by the lower chamber no later than October 9.
