MANILA — The Department of Energy (DOE) has launched the &quot;brigada kontra jumper&quot; campaign encouraging consumers to report electricity pilferers through the eGovPH app.This comes after President Ferdinand &quot;Bongbong&quot; Marcos Jr. said <a href="https://www.abs-cbn.com/news/business/2026/7/27/marcos-wants-systems-loss-charges-removed-from-electricity-bill-rooftop-solar-made-easier-1727" rel="noopener noreferrer" target="_blank">systems loss charges</a> must not be charged to the electricity bills of consumers in his 2026 State of the Nation Address (SONA).The systems loss charge is a fee for power that is lost because of pilferage, as well as technical factors like the heat in wires and transformers.DOE Secretary Sharon Garin said people should report electricity theft with photos and complete details, even if they want to remain anonymous.The government will allot P7.5 billion for the 4 phases in removing the non-technical system loss for electric cooperatives, said Energy Undersecretary Rowena Guevara. Private utilities like Meralco will have to seek approval from the Energy Regulatory Commission for their respective programs to reduce the non-technical system loss charge to consumers, according to Guevara.<div><a href="https://www.abs-cbn.com/news/business/2026/7/29/meralco-on-proposed-system-loss-charge-removal-who-will-bear-the-cost-1708" rel="noopener noreferrer" target="_blank">Meralco on proposed system loss charge removal: Who will bear the cost?</a></div>But the initiative to remove the non-technical system loss will still take around a year to realize, based on the estimates of the DOE.By the time Marcos Jr. delivers his SONA next year, Guevara said the non-technical system loss would have to be reduced by 50 percent already.For the technical system loss, Garin said this will need more time, but the target remains the same, which is to remove both non-technical and technical system loss as ordered by the president in his 2026 SONA.
