MANILA — The Bureau of Internal Revenue has partnered with Ayala Corporation to develop an artificial intelligence tool designed to streamline tax administration and speed up official decision-making, officials announced.Under a six-month Memorandum of Agreement signed on August 25, Ayala will assist the BIR in setting up an AI assistant named &quot;Terry&quot; at no cost to the state agency.The specialized tool will help BIR personnel quickly retrieve, cross-reference, and analyze tax regulations, rulings, and legal issuances from a structured knowledge base built on official documents.&quot;For the BIR, the value of AI is not simply that it can give us answers faster. It is whether it can help our people find and verify the right authorities, make sound and defensible decisions,&quot; BIR Commissioner Charlito Martin R. Mendoza said.Mendoza emphasized that while technology will handle tedious document searching, human revenue officers will retain sole responsibility for legal decisions and case resolutions.Karl Kendrick Chua, head of Ayala&#x27;s Data Science and Artificial Intelligence Group, said the partnership aims to help public servants work efficiently while delivering clearer, faster services to taxpayers.&quot;By working together, we can build public institutions that are more responsive, capable, and prepared for the future,&quot; Chua said.The project includes hands-on testing, validation, and knowledge transfer to enable BIR staff to maintain and refine the AI capability independently as the agency advances its digital transformation agenda.The initiative supports the bureau&#x27;s broader strategy focused on data modernization and employee empowerment.
