He said he wanted the Ombudsman to determine if there was basis for the charges that eventually end up in the electricity bills of consumers.</p><p>Named in the complaint were ERC Chairman Nino Juan and commissioners Floresinda Baldo-Digal, Marko Romeo Fuentes, Amante Liberato and Paris Real.</p><p>According to NASECORE&#39;s complaint, the line rental charges amount to billions of pesos passed on to consumers. Line rental, also known as Bilateral Line Loss and Congestion Cost, reflects grid losses and congestion and can result to either a charge or credit, which is then tucked in the generation charge rather than shown separately on consumer bills.</p><p>NASECORE asked the Ombudsman to determine whether the ERC had legal basis for the treatment of the charges and whether credits were fully returned to consumers.
