<div><br/></div><p>BELÈM, Brazil — As the Philippines reels from the impacts of two devastating typhoons which have left hundreds of fatalities, and millions worth of property and infrastructure damage in its wake, world leaders, climate advocates and experts are in the heart of the Amazon in Belèm, Brazil for the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP30) to discuss and negotiate just how such weather extremes can be addressed.</p><div><a href="https://www.abs-cbn.com/news/health-science/2025/11/4/why-filipinos-should-care-about-climate-negotiations-at-cop30-1416?fbclid=IwY2xjawN3n6JleHRuA2FlbQIxMABicmlkETE0TDZ1Q1QwYTJ4cGRwUzRDc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHnMKCBsVMW32H4T6QU8AIabtgWAsMVyeD7irux1y-qmhd8GNQYGtIB104NVp_aem_oV5TEO-I9XbIBWcp2Hv0qA">Why Filipinos should care about climate negotiations at COP30</a></div><p>COP30 is happening a decade after the historic Paris Agreement which set to limit temperature increase to 1.5 degrees celsius above pre-industrial levels. It is also a time when countries submit their updated Nationally Determined Contributions (NDCs) or simply target reductions in greenhouse gas emissions. </p><div><br/></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1902629610665229%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span>Data from Climate Watch’s NDC Tracker shows some 79 countries have submitted their NDCS, while 118 have not submitted an updated NDC. The Philippines, while contributing less than 1% to the world’s greenhouse gas emissions, is one of them. </div><p>At the opening of COP30 on Monday, its President André Aranha Corrêa do Lago emphasized the urgency in addressing the climate crisis, which is already being felt severely in countries, particularly the Philippines.</p><p>“Urgency is the element that adds to its which is something that is as present and that makes us be reminded with sadness, such as this week in Brazil in the State of Parańa, or in the Philippines, or a few weeks back in Jamaica. Our responsibilities, immense,” said Corrêa do Lago. </p><div><br/></div><div><strong>PRESSURE ON THE PHILIPPINE DELEGATION</strong><strong></strong></div><div><br/></div><p><strong></strong>As COP30 happens while many Filipinos are either left homeless, in evacuation centers and without livelihood, civil society group Aksyon Klima Pilipinas says the onslaught of super typhoon Uwan “places a lot of pressure on the Philippine government delegation” at COP30. </p><p>This year, much of COP30’s focus is on climate financing with hopes to come up with mechanisms to operationalize Funds for Responding to Loss and Damage (FRLD). As the Philippines serves as host to the board, several meetings were held there recently.</p><p>In a statement, Aksyon Klima Pilipinas National Coordinator JL Algo said that among the Philippines priority should be to ensure developed countries “deliver on their promise of at least $300 billion of climate finance to developing nations.”</p><p>Algo adds that while the destruction of typhoons Tino and Uwan makes President Ferdinand Marcos Junior’s declaration of a one-year national state of calamity, it remains to be short-term remedy.</p><p>“It is another reactionary measure to address losses and damages that could have been minimized with strong adaptation and nature-based solutions, less reliance on physical infrastructure projects, and fortified transparency and accountability measures,” Algo said. </p><div><br/></div><div><strong>A COP OF TRUTH</strong><strong></strong></div><div><br/></div><p><strong></strong>At the opening of the COP30 Leader’s Summit last week, Brazilian President Luiz Inácio Lula da Silva said that it is time for the world “to take scientific warnings seriously.”</p><p>“The year 2024 was the first in which the Earth’s average temperature surpassed pre-industrial levels by a degree and a half. Science indicates that this increase will continue for some time or even decades, but we cannot abandon this Paris Agreement goal,” Lula said. </p><p>“According to the Baku to Belém Roadmap, human and material losses will be drastic. More than 250,000 people may die every year. It’s time to face reality and decide whether we will have the courage and determination necessary to change.”</p><p>COP30 President do Lago added on to this by saying that this COP is one that has to present solutions. </p><p>“This is a COP of implementation. I hope it will be reminded as a COP of adaptation, a COP of advancing climate integration with the economy, activities, generation of jobs. And above all, a COP which will hear and believe in science,” do Lago said. </p><p>For the Philippines, the outcomes of COP30 will go far beyond policies, papers and pledges. It will shape how fast the country can rebuild lives and livelihoods, strengthen early warning systems which would eventually protect communities long before the next destructive typhoon hits. Whether in the halls of Belém or in the affected towns still drying out from floodwaters, the call remains the same.
