It left four people dead and 30 others injured. The truck was carrying sugar products, LTO said.</p><div><a href="https://www.abs-cbn.com/news/nation/2024/12/9/coa-calls-out-lto-for-9-million-backlog-in-motorcycle-plates-1355">COA calls out LTO for 9 million backlog in motorcycle plates</a></div><p>Based on the agency’s probe, the truck driver was previously apprehended in December 2023, January 2022, and December 2021. The driver was on voard the same truck which only had a 24,000-kilog capacity, said the LTO.</p><p>“It appears nagkaroon ng tatlong violation na overloading, three times,” an LTO investigator said during the hearing.</p><p>The legal counsel of Hermano Oil Manufacturing and Sugar Corp. said he did not have any information on the driver having previous records of overloading. </p><div><a href="https://www.abs-cbn.com/news/04/26/23/lto-awaits-procurement-of-plastic-cards-for-drivers-license">LTO awaits procurement of plastic cards for driver&#x27;s license</a></div><p>“I also want explanation on these overloading. Kasi tatlong beses na overloading tapos overloaded na naman siya ngayon,” said LTO chief Vigor Mendoza II.</p><p>“These are uncontested apprehensions so they are final,” he added.</p><p>In a chance interview with reporters, Vigor expressed his disappointment to the truck owner since he and the lawyer were unable to answer questions on the hearing.</p><p>“Mabigat ang asukal ah… We want to look into these, ano ba ang justification nila dito? And these are uncontested apprehensions, meaning tapos na ito. Titingnan natin yan. Definitely we want explanations on this,” the LTO chief said.</p><p>“We are giving them a chance to explain. Ayaw naman namin i-rush ito. We want to know why para matuto naman tayo,” he added.</p><p>The legal counsel of Hermano Oil Manufacturing and Sugar Corp. declined to give a comment to the media.</p><p>PCapt. Napoleon Cabigon, commander of the Quezon City Police District Traffic Sector 3, earlier said that the truck driver had experienced brake issues before reaching the Aurora Boulevard flyover in Katipunan Avenue, where the collision occurred.</p><p>The next hearing is set on Friday, Dec. 13. </p>
