Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA (<strong>UPDATED</strong>)— Department of Agriculture (DA) Undersecretary Deogracias Victor &quot;DV&quot; Savellano has passed away. He was 65. </p><p>His passing was announced Tuesday by the provincial government of Ilocos Sur through its Facebook page.
