Mark Demayo, ABS-CBN News/File </div>MANILA — Senate President Pro Tempore Panfilo &quot;Ping&quot; Lacson, who is also chair of the Senate Blue Ribbon Committee, explained on Wednesday how he appeared in a months-old photo with contractor couple Sarah and Curlee Discaya that is now spreading on social media.Lacson is leading the investigation into the flood control scam, which has implicated the Discayas and other contractors.Lacson told Senate reporters the photo — posted on social media by Cavite 4th District Rep. Kiko Barzaga and others — was taken in the last week of April as the campaign period for the 2025 midterm elections was about to end.&quot;A campaign supporter from Davao City, Mr. Fred Villaroman, whose dad, the late PBGen.
