Jonathan Cellona, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Justice Secretary  Jesus Crispin  ‘Boying’ Remulla answers questions during the Senate Blue Ribbon Committee hearing  on the alleged anomalous flood control projects in the country at the Senate plenary hall in Pasay City on September 23, 2025. <em>Jonathan Cellona, ABS-CBN News</em></span></span></span></div><p>MANILA — Justice Secretary Jesus Crispin Remulla on Wednesday revealed that the Department of Justice (DOJ) is investigating widespread anomalies in flood control projects nationwide, involving a tangled network of contractors, district engineers, and lawmakers -- some of whom allegedly hold dual roles as both public officials and private contractors.</p><p>“What we’re talking about here is we have more than 100 to 200 people involved sa buong Pilipinas,” Remulla said, referring to the scope of the alleged corruption. “Sa ‘congtractors’, it was reported that there are 67 proven interests… conflicts of interest existing in the halls of Congress, and we’re looking at this list closely.”</p><p>The term “Congtractors” refers to members of Congress who are allegedly engaged in contracting businesses, a prohibited activity under Philippine law. And of course, nag-iintersect ang congressmen and contractors dito,” he said. “We have to look at the totality of it on how crazy it has become, so that we can address each and every problem with the law that best fits the situation. Posibleng may LGU officials din involved.”</p><p>Remulla emphasized that the practice is widely known within Congress, yet seemingly tolerated.</p><p>“Ito kasi, everybody knows in Congress, that their colleagues are contractors also… and that this is a prohibited activity,” he said. “I don’t know if it’s known to them or it’s just the impurity of it all that people don’t care anymore if it’s against the law because they think no one’s going to run after them, but it’s something we have to address.”</p><p>The DOJ is now conducting a historical review of the transactions, some of which date back decades.</p><p>“Magre-research muna kami… because we have to go back in years kung magkano ang conflicts of interest ang involved dito,” Remulla said. “This is not an easy case to decide because meron diyan na 10 years or 20 years lang nangongontra… pero walang humahabol. Kaya ngayon, it’s about time na we do something about it.”</p><p>Remulla confirmed he had spoken to House Speaker Faustino “Bojie” Dy III about the issue, but said a face-to-face meeting is pending as the DOJ continues its research.</p>
