Maria Tan, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Justice Secretary Jesus Crispin “Boying” Remulla takes his oath as the new Ombudsman before Supreme Court Associate Justice Marvic Leonen in Manila on Wednesday, October 9, 2025. <em>Maria Tan, ABS-CBN News</em></span></span></span></div><p>MANILA — A former Quezon City lawmaker is ready to “tell all” about alleged corruption in flood control projects, Ombudsman Jesus Crispin Remulla disclosed on Wednesday.</p><p>“Nakatanggap rin ako ng tawag kaninang umaga, very early in the morning, isang kaibigan ko… (dating) congressman from QC who wants to tell all… yung involvement niya sa anong nangyayari at kung paano ang kalakaran,” Remulla said.</p><p>Remulla said the former lawmaker’s offer to come forward comes as his office studies possible restitution measures, or ways to recover public funds lost to corruption.</p><p>He added that plea bargains may be considered for individuals who cooperate with investigators and help expose corrupt activities.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/20/lacson-details-corruption-in-flood-control-projects-1924">Lacson details corruption in flood control projects</a></div><p>“We are trying to lay down mechanics for restitution. May nagsabi sa akin na may mga congressman daw na gusto daw nilang manahimik at di na nila gagawin uli, mga contractors,” Remulla said.</p><div> </div><div><strong>BID-RIGGING</strong></div><p>Remulla said the Ombudsman is also working to identify patterns of bid-rigging in government projects, where some losing bidders allegedly profit by collecting a share from contractors who secure the deals.</p><p>“Three percent of the project cost is given to the losing bidders. Yung &#x27;for the boys&#x27; na tawag nila. So pinaghatihatian ‘yan sa losing bidders… dating gawin na yan na nangyayari sa DPWH.”</p><p>He added that the Anti-Money Laundering Council will issue more freeze orders against some elected officials involved in these schemes.</p><p>The Ombudsman also said they have issued a memorandum ordering more than 200 personnel in his office to submit courtesy resignations due to suspicion that they are “midnight appointees.&quot;</p><p>“[Some] 204 persons, we identified 99 above salary grade 25 and above. It’s a very high position in government… to occupy the highest-paid positions with a premium at the last minute is questionable,” Remulla said.</p><p>Midnight appointees are government employees who are hired or appointed shortly before a change in administration, possibly to retain influence after a leadership change.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/20/ombudsman-to-begin-preliminary-investigation-into-6-flood-control-projects-1858">Ombudsman to begin preliminary investigation into 6 flood control projects</a></div><div> </div><div><strong>DOJ TO TAKE THE LEAD IN 5 BULACAN FLOOD CONTROL CASES</strong></div><p>Meanwhile, the Ombudsman announced that the Department of Justice (DOJ) will take the lead in filing complaints over five allegedly anomalous flood control projects in Bulacan.</p><p>“We are returning it to them. Sila na ang mag-P.I. (Preliminary Investigation) at sila na ang magtatrabaho niyan at magfafile ng kaso since hawak na nila ang testigo para hindi na umulit ang proseso dito,” Remulla said.</p><p>Remulla earlier said there is strong evidence against several former officials of the Department of Public Works and Highways (DPWH) Bulacan 1st Engineering District and private contractors involved in the projects.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/regions/2025/9/20/wrap-bulacan-protests-vs-alleged-corruption-in-flood-control-so-far-1640">WRAP: Bulacan protests vs. alleged corruption in flood control so far</a></div><p>Respondents to the charges are engineers from the district and contractor Sally Santos of SYMS Construction, which was awarded 16 projects worth P931 million.</p><p>The DOJ earlier recommended charges of malversation, falsification of public documents, perjury, and graft against those involved.</p><script data-wid="auto" type="text/javascript" src="https://content.viralize.tv/display/?zid=AAFz8gWM8iRADsJr&amp;cid=ABn6_tUOQWOelLiW"></script>
