<p>MANILA (2ND UPDATE) - The Department of Public Works and Highways (DPWH) has filed graft and malversation complaints before the Office of the Ombudsman against 20 government officials and two contractors over alleged irregularities in flood control projects in La Union and Davao Occidental.</p><p> In La Union, 12 DPWH officials and Silverwolves Construction Corporation, the contractor behind the P89.7-million project found to be substandard, were named in the complaint.</p><p> Meanwhile, in Davao Occidental, eight DPWH officials and St. Timothy Construction Corporation, owned by the Discaya family, were charged over alleged “ghost projects” worth P179.5 million.</p><p> The complaints will proceed to the Ombudsman’s preliminary investigation phase, which is expected to last 60 days.</p><p> Subpoenas will be issued to those involved, who will be required to submit their counter-affidavits.</p><p> The Ombudsman is also set to issue a dismissal order against the implicated officials.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/18/dizon-says-many-in-dpwh-will-lose-jobs-as-flood-control-probe-continues-1503"><strong>Dizon says ‘many’ in DPWH will lose jobs as flood control probe continues</strong></a></div><div><strong>LAWMAKERS TAGGED</strong></div><p> Ombudsman Jesus Crispin Remulla said Benguet Rep. Eric Yap and ACT-CIS Party-list Rep. Edvic Yap are considered persons of interest in the ongoing probe.</p><p> “Silverwolves Construction Corporation, personal interest here is Congressman Eric Yap who is known to be the beneficial owner of the company. He divested from it a few years ago supposedly but there is reason to suspect that he is still the beneficial owner of the company,” Remulla said.</p><p> “Meron na kaming nakuha na transmittal ng pera from the AMLAC papunta kay Edric Yap. So nakita natin yung pattern talaga na meron talaga silang kinalaman sa kontrata kasi yung transmittal ng pera galing sa mga Discaya,” he added.</p><p> Remulla also tagged Bulacan 6th District Representative Salvador Pleyto for allegedly receiving funds from the Discayas. Pleyto was reportedly the president of S.A. Pleyto Construction Corporation.</p><p> The Ombudsman is also investigating Davao Occidental Rep. Claude Bautista for allegedly being the beneficial owner of another construction firm linked to projects in his province.</p><p> “We’ll look into the allegations that Claude Bautista, Congressman, from there… he’s a beneficial owner of a construction company,” Remulla said. “Depende kung ano ang makuha nating ebidensya, pwedeng lumabas dito sa mga pangalan na ito, pwedeng umakyat pa at lumabas ng DPWH ang pwedeng makasuhan.” </p><p>ABS-CBN News is still seeking statements from the involved personalities.</p><p> Dizon said more names could still face charges depending on what the evidence reveals.</p><p> “Hindi tumitigil dito… Habang nakakakuha ng ebidensya at testimonya, pwedeng may mas matataas at pwedeng may mga nasa labas ng departamento,” Dizon said.</p><div><br/></div><div><a href="https://www.abs-cbn.com/news/nation/2025/10/16/dpwh-to-start-probe-into-firm-linked-to-sen-bong-go-s-family-its-ties-to-discayas-1123"><strong>DPWH starts probe into firm linked to Sen.
