Brian Keith Hosaka said the document submitted by Trillanes will be forwarded to the commission for evaluation once staffing capacity improves.</p><p>“We received a letter. It is now going to be forwarded to the commission,” Hosaka said.</p><p>The former senator’s submission follows his October 21 complaint before the Office of the Ombudsman against former President Rodrigo Duterte and Senator Christopher “Bong” Go for graft and plunder over the alleged diversion of P7 billion in government projects to construction firms linked to Go’s family.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/21/trillanes-files-plunder-graft-complaints-against-go-duterte-1222">Trillanes files plunder, graft complaints against Go, Duterte</a></div><p>On October 24, Trillanes also sent a copy of this complaint to the ICI to support its independent probe into questionable infrastructure projects.</p><p>Hosaka clarified that the ICI will first review the Trillanes letter before determining its next course of action.</p><p>“Hintayin natin kung ano iyong magiging aksyon ng commission dahil as I mentioned earlier, babasahin pa nila iyong request ni former Senator Trillanes,” he said.</p><p>He added that while the commission’s staffing pattern is still awaiting approval, all documents submitted -- including Trillanes’ letter -- are properly archived and secured.</p><p>“Sa ngayon kasi hinihintay pa namin ang approval ng aming staffing pattern. But definitely all these are recorded, meaning filed. And we will backtrack and we will look into these files and letters and information that come to us once we have full capacity,” Hosaka explained.</p><p>The ICI is currently prioritizing its investigation into 421 alleged ghost infrastructure projects while preparing several referrals to the Office of the Ombudsman. And then thereafter, the commission would have to approve this. And then we will share this with the public,” Hosaka said.</p><p>He emphasized that while the ICI acknowledges public clamor for transparency, the commission must strike a careful balance to prevent its proceedings from being used for political purposes or becoming “trial by publicity.”</p><p>“Binabalanse natin iyong the things that we were concerned about, na hindi ito magagamit for political grandstanding. We will prevent trial by publicity. We have to consider laws and even jurisprudence or decisions by the Supreme Court on this matter while we craft the rules of procedure,” he added.</p><p>Hosaka said the ICI targets to finalize the policy before its next scheduled hearing around November 11 or 12, when live-streamed proceedings may begin if the rules are approved.</p><p>“Definitely before the next scheduled hearing which we’re supposed to be around November 11 or 12,” he said.</p><p>Among the options being studied are streaming formats similar to Senate hearings and Supreme Court oral arguments, aiming for a “balance of the people’s right to information” while safeguarding due process.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/23/ici-needs-rules-of-procedure-before-it-can-livestream-sessions-1748">ICI needs rules of procedure before it can livestream sessions</a></div><p>As the ICI moves toward greater transparency, Hosaka reiterated that the integrity of the investigation remains paramount.</p><p>“We have to make sure that whatever the rules are with regard to live streaming, ay hindi maapektuhan iyong pagkalap at pagkuha namin ng impormasyon at saka ng mga testimonies from our resource persons,” he said.</p>
