Zaldy Co for him to attend a hearing on November 11 and 12.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/29/zaldy-co-resigns-as-house-representative-amid-flood-control-scandal-1600">Zaldy Co resigns as House representative amid flood control scandal</a></div><p>ICI executive director Brian Hosaka said the subpoena was sent to Co&#x27;s residences in Pasig City and in Bicol.</p><p>Should Co fail to attend the hearing, Hosaka said the commission will study if there is &quot;enough basis&quot; to cite the former lawmaker in contempt.</p><p>&quot;&#x27;Yun ang pag-aaralan namin, kung there&#x27;s sufficient basis already to go to our remedial measures which is to file a petition for contempt,&quot; Hosaka said.</p><p>Co is facing allegations that he &quot;masterminded&quot; last-minute insertions in the 2025 national budget.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/10/cancellation-of-zaldy-co-passport-sought-speaker-confirms-1426">Cancellation of Zaldy Co&#x27;s passport sought, Speaker confirms</a></div><p>Ombudsman Jesus Crispin Remulla earlier stated he was not expecting Co to return home soon, but urged the resigned lawmaker to face the issue.</p><p>Remulla, while he was still the Justice Secretary, said Co is now considered as a person of interest. </p><div><br/></div><div><strong>BONG GO</strong></div><div><br id="isPasted"/></div><p>Meanwhile, Hosaka denied sending a formal invitation to Sen. Christopher Bong Go, contrary to a post made by former Sen. Antonio Trillanes IV who said he had information that lawmaker was invited to appear before the ICI.</p><p>Hosaka again clarified the mandate of the ICI, which is to gather information and fact-finding investigation. Prosecution is not part of its role, but of the Office of the Ombudsman, he added.  </p><p>Meanwhike, former Public Works Undersecretary Robert Bernardo was expected to appear before the ICI on its November 12 hearing, Hosaka said. </p><p>He said there was no new schedule for former House Speaker and Leyte Rep. Martin Romualdez. </p><div><br/></div><div><strong>421 GHOST PROJECTS </strong></div><div><br/></div><p>Hosaka added that the ICI was focusing on case build-up and the filing of new referral to the Ombudsman. </p><p>“We are concentrating on the 421 ghost projects. Right now, the fact that complaint has been filed with the Ombudsman, we don’t want to be redundant, in the sense na medyo hindi pa nga kumpleto yung aming staffing pattern so we would rather concentrate our efforts to new case build-up,” he said. </p><p>He assured the public that the commission was committed to bring justice and recover all the assets illegally acquired by those personalities involved in this flood control mess.</p><p>“Proseso kasi yung sinusundan natin, which is rule of law.
