The Appeals Chamber of the International Criminal Court (ICC) has appointed Judge Luz del Carmen Ibáñez Carranza to serve as the Presiding Judge in the ongoing appeal concerning the case of The Prosecutor v. Rodrigo Roa Duterte.The decision, dated October 29, 2025, formalizes the leadership for the appeal filed by Mr. Duterte against an earlier ruling by Pre-Trial Chamber I.The proceedings stem from a prior ruling entitled &quot;Decision on the Defence Challenge to the Jurisdiction of the Court,&quot; which was issued on October 23, 2025.The Appeals Chamber’s document, signed by President of the Appeals Division Judge Erdenebalsuren Damdin, states that the court &quot;Renders the following D E C I S I O N&quot; and specifies, &quot;The Presiding Judge in the above-mentioned appeal is Judge Luz del Carmen Ibáñez Carranza.&quot;The appointment was made pursuant to regulation 13(1) of the Regulations of the Court.Judge Ibáñez Carranza brings extensive experience in prosecuting grave crimes and upholding human rights to the role of Presiding Judge.She has served as an ICC judge since March 11, 2018, for a nine-year term.Before joining the International Criminal Court, Judge Ibáñez Carranza was a highly decorated legal professional in her home country of Peru.She served as a Senior National Prosecutor in Peru&#x27;s specialized system, handling complex cases involving terrorism, grave violations of human rights, and crimes against humanity.In addition to her prosecutorial duties, she served as the Coordinator for 17 prosecutorial agencies within the specialized system.Her career has a strong focus on justice for victims. In her capacity as a Public Prosecutor, the Judge &quot;implemented a number of measures towards victims&#x27; reparations.&quot;These measures included critical efforts such as searching for missing persons; recovering and identifying human remains in mass graves; and organizing public ceremonies to secure public apologies from the Peruvian State.Judge Ibáñez Carranza holds both a Master&#x27;s degree in Criminal Law and a Doctorate in Law.She was also a law professor for 22 years, with an academic focus on criminal law, criminal procedure, and human rights law.She was repeatedly appointed as a Peruvian delegate before various international bodies, including the Inter-American Commission on Human Rights.Duterte was arrested on March 11  on his arrival from Hong Kong at the request of the ICC as part of its probe into his &quot;war on drugs&quot; that defined his presidency.The ICC warrant for Duterte&#x27;s arrest said that as president, Duterte allegedly created, funded, and armed death squads that carried out murders of purported drug users and dealers.He was brought to The Hague in the Netherlands on the same day he was arrested.Duterte on March 14 appeared via video link before ICC judges. Duterte’s confirmation of charges hearing, which was supposed to be held last September 23, was postponed to a later date, citing a request from Duterte&#x27;s defense team.The ICC Pre-Trial Chamber has rejected the request of Duterte&#x27;s defense team for his interim release.<div> </div><div><iframe width="640" height="360" src="https://www.youtube.com/embed/qXBleBgGKkA??si=T8ugffvJKF_4-Cpa&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe> </div>
