Mores Heramis, ABS-CBN News</div>MANILA — Authorities have subpoenaed four individuals believed to be leaders of different groups allegedly involved in the <a href="https://www.abs-cbn.com/news/nation/2025/10/2/sept-21-manila-riots-left-p10-4-m-in-damages-0633">chaos</a> that erupted during the September 21 protests in Manila, particularly in Ayala Boulevard and Mendiola.According to the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG), the individuals were invited to shed light on the circumstances surrounding the violent incidents that marred the protest actions.&quot;Kung ano man ‘yung mga nangyari during that assembly, tatanungin sila. Meron ba silang kinalaman? Meron ba silang mga tao doon? The facts and circumstances po ng mga violent incidents na nangyari. ‘Yan lang po ‘yung kanilang sasagutin,&quot; CIDG information officer PMaj. Helen Dela Cruz said.Dela Cruz said the identities of the four were established during the course of the investigation and through information gathered from protesters who were arrested during the scuffle.<div><a href="https://www.abs-cbn.com/news/nation/2025/9/29/pnp-denies-torture-abuse-of-detainees-from-sept-21-protests-1507">PNP denies torture, abuse of detainees from Sept. 21 protests</a></div>One of those subpoenaed was Park Alamada Pangawilan, who was seen on stage at Liwasang Bonifacio urging protesters to prepare their lighters before heading to Mendiola. Pangawilan appeared before the CIDG on Monday and clarified his remarks, saying the lighters were intended for a candle-lighting protest.“Nakuhanan ako nagsabi na may mga lighter na ba ang lahat, para ‘yun sa candle lighting na gagawin namin sa Mendiola,” Pangawilan said.“Wala po kaming intention na magsunog kasi nakita naman po natin sa mga interview sa akin na sinasaway ko pa nga po ‘yung mga kabataan doon na nanggugulo at sinasabihan ko sila na hindi ang kapulisan ang kalaban natin o ang mga kasundaluhan,” he added.The other three individuals who received subpoenas failed to appear.“Ang ating way forward dahil po ito ay kautusan, the CIDG will file petition for indirect contempt of court for those who fail to comply to the subpoena,” Dela Cruz warned.According to PNP spokesperson PBGen. Randulf Tuaño, those who ignore the subpoena could face penalties.&quot;Dalawa po ang parusa na sinasabing batas na naaayon sa power ng CIDG. Una po ito &#x27;yung fine up to P30,000. At ang pangalawa, ito &#x27;yung imprisonment up to 6 months,&quot; Tuaño said.The PNP confirmed that more individuals could soon be summoned as part of the ongoing investigation.&quot;Sa mga darating na araw, mahigit po sa 20 &#x27;yung mga indibidwal na ipapatawag. Hindi po dahil sa may nakita lang tayong vlog o video, kaugnay din sa follow-up investigation na ginawa,” Tuaño added.PNP READY FOR UPCOMING RALLIESWith major rallies such as another &quot;Trillion Peso March&quot; set for November 30, acting chief PNP Lt. Gen.
