Twenty-four local government officials are facing possible administrative charges for leaving the country without a foreign travel authority despite a travel ban imposed by the Department of the Interior and Local Government.DILG Secretary Jonvic Remulla said the 24 could face charges of gross negligence, gross insubordination and abandonment of posts for leaving the country despite a travel ban imposed ahead of the onslaught of typhoons Tino and Uwan.He declined to confirm if the 24 includes 7 mayors and a board member from Cebu who <a href="https://www.abs-cbn.com/news/regions/2025/11/10/dilg-to-probe-cebu-officials-who-went-abroad-despite-tino-threat-1520">were in the United Kingdom</a> during the height of Typhoon Tino’s devastation.“Kung may konsiyensya ka sa mga constituents mo, dapat nandito ka,” he said in a DZMM interview.Under Republic Act No. 7160 or the Local Government Code of the Philippines, governors, mayors and members of local councils are mandated to head disaster aid and relief efforts in their respective jurisdiction.Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act underscores that local officials’ are liable to organize and supervise their local disaster risk reduction and management offices during calamities.The law notes that those who will be proven to have committed dereliction of duty could face a fine between P50,000 and P500,000, and may also be imprisoned for 6 to 12 years.In grave cases, officials who will be found liable for the said offense may be perpetually disqualified from government service.Remulla said the 24 does not include Isabela Governor Rodolfo &quot;Rodito&quot; Albano III was in Germany when Super Typhoon Uwan ravaged Isabela late Sunday.Albano earlier said he asked permission for the trip weeks ago to attend an annual agri-fair in Germany.In the interview, Remulla said he asked Albano to come back and that the governor had promised to take the next flight out. However, he said the governor asked if he could stay after the DILG lifted the travel ban when the threat of Super Typhoon had passed.The DILG chief noted Isabela had zero casualties from the typhoon and was well prepared for the calamity.“Nasa kanya ngayon kung babalik siya sa kanyang lalawigan dahil lifted naman na ang mga ban namin…Hintayin natin bumalik para magpaliwanag,” he said in a DZMM  interview.Another official who is exempted from the travel ban is Pampanga Governor Lilia Pineda who is scheduled to undergo a medical procedure in the US.
