The legal answer is because hindi pa nasampahan ng kaso, therefore the request for cancellation of passport cannot yet be made,&quot; Marcos said.</p><p>&quot;However, when the time comes, we will immediately cancel his passport,&quot; he added. </p><p>“That’s the procedure. You have to give grounds for the cancellation of the passport and those grounds will be based on the cases that will be filed.”</p><p>Co, the former representative of Ako Bicol party-list, <a href="https://www.abs-cbn.com/news/nation/2025/9/29/zaldy-co-resigns-as-house-representative-amid-flood-control-scandal-1600">resigned </a>as a member of the House of Representatives in September, weeks after he was tagged as among the alleged masterminds in the kickback scheme in the flood control projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/25/senators-call-out-dbm-s-instant-release-of-funds-for-alleged-zaldy-co-insertions-1531">Senators call out DBM&#x27;s &#x27;instant&#x27; release of funds for alleged Zaldy Co insertions</a></div><p>Co said the allegations were <a href="http://abs-cbn.com/news/nation/2025/9/23/zaldy-co-says-p35-b-insertion-kickback-allegations-against-him-false-baseless-1710">&quot;false and baseless,&quot;</a> adding that he reserves his right to respond before the proper forum.</p><p>Marcos did not give a direct answer when asked if his administration was open to naming Co as a state witness.</p><p>“That option is always there except for…the most guilty,” he said.</p><p>When asked if he thought that his former ally was the most guilty in the so-called “Philippines’ biggest corruption scandal,” the President said: “I don’t want [to answer]. Kapag sinagot kita sasabihin niyo pre-judged.
