At hinihiling din namin, kung sino man ang sasama sa amin, sumunod tayo sa guidelines ng pamahalaan natin,” said Mark Dilson Bertuldo, executive secretary of the UPI.</p><p>(We are calling for justice and accountability from our corrupt officials. We are also calling on those joining to follow government guidelines)</p><div><br/></div><div><strong>PERMIT ONLY FOR NOVEMBER 16</strong></div><p>The group, composed of retired military officers and personnel and people from other sectors, initially requested to hold the rally from November 16 to 18 — the same dates as an Iglesia ni Cristo event at the Quirino Grandstand in Manila City.</p><p>The local government of Quezon City approved the permit for November 16 only but Bertuldo said organizers might not get people to go home once they come out to air their grievances.</p><p>“So sabi nga ni General [San Diego], ‘pag nandyan na saka natin pag-uusapan,” he said, referring to retired general Elmo San Diego, head of the Quezon City Department of Public Order and Safety.</p><p>(So General San Diego said we can discuss what to do if that happens)</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/21/-ginagawa-nila-tayong-tanga-sa-sariling-bayan-upi-nag-rally-sa-gilid-ng-edsa-people-power-monument-1026"><strong>UPI nag-rally sa gilid ng EDSA People Power Monument</strong></a></div><div><br/></div><div><strong>AUTHORITIES PREP FOR CROWD OF 300,000</strong></div><p>The walkthrough involved the QC-DPOS, Quezon City Police District, and other law enforcement agencies.</p><p>San Diego said the walkthrough ensures that security arrangements — like where ambulances and marshals will be positioned — for an expected crowd of 300,000 are well-coordinated.</p><p>“Mas magaling sa amin na over ang preparation kaysa underprepared kami. Kasi mahirap ‘yung sinabi natin 100,000 tapos 300,000 o 1 million na dumating, lahat ‘yun pinaghahandaan natin,” he said. </p><p>(It would be better to over prepare. It will be difficult to expect 100,000 and then 300,000 or a million come. We have to prepare for those possibilities)</p><p>Meanwhile, Police Maj. Jennifer Gannaban, QCPD spokesperson, said that more than 1,000 police officers will also be deployed to secure the area.</p><p>“Dahil nagkaroon tayo ng meeting with the leaders and ganitong walkthrough din, umaasa tayo na sumunod sila kung ano ‘yung napag-usapan at kung ano ‘yung nakalagay doon sa approved permit nila,” she added. </p><p>(Because we had a meeting with the leaders and this walkthrough, we hope that they will follow what was agreed on and what the approved permit says)</p><div><br/></div><div><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1129773298481477%2F&amp;show_text=true&amp;width=560&amp;t=0" width="560" height="429" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><div><br/></div><div><strong>NCRPO TO DEPLOY MORE THAN 16K COPS</strong> </div><p>The Philippine National Police (PNP) said that a total of 16,433 officers from the National Capital Region Police Office (NCRPO) and supporting units will be deployed to secure not only the People Power Monument and Luneta but also other areas where lightning rallies may be held from November 16 to 18.</p><p>Included in the deployment are 1,400 officers at Ayala Bridge and 1,100 at Recto Avenue, sites that experienced unrest during a previous protest on September 21.</p><p>Acting PNP chief Lieutenant General Jose Melencio Nartatez Jr. said he has directed the NCRPO to &quot;ensure maximum tolerance and maintain a high level of discipline and professionalism among all deployed personnel.&quot; </p><p>The PNP continues to coordinate with the Metropolitan Manila Development Authority and local government units to minimize traffic disruptions and community impact.</p>
