Zaldy Co — who resigned in September amid the controversy on flood-control projects — has denied that he benefited from alleged insertions in the national budget.</p><p>In a video, Co also showed photos of suitcases allegedly containing cash that he said were delivered to former House Speaker Martin Romualdez and his cousin, President Ferdinand Marcos, Jr.</p><p>&quot;Walang pera napunta sa akin, lahat ng insertion napunta sa ating Pangulo at Speaker Martin Romualdez,&quot; Co said in the second part of his video on the controversy where he has been tagged as a central figure.</p><p>(No money went to me. All the insertions went to the President and to Speaker MArtin Romualdez)</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/14/zaldy-co-breaks-silence-on-flood-control-mess-1214"><strong>Zaldy Co breaks silence on flood control mess</strong></a></div><p>Co shared photos of suitcases allegedly containing cash that he said were delivered to Romualdez’s residence in North Forbes Park and South Forbes Park.</p><p>These suitcases were also allegedly delivered to Malacanang for the President.</p><p>“Yung mga deliveries ay mayroong record ang aking mga tao. Totoo ang sinasabi ni Orly Guteza na nag-deliver siya sa Forbes Park. Totoo din ang sinabi ni Guteza na nag-deliver siya sa Malacañang noong siya ay nasa Senado,” he said, referring to a former member of his staff who has implicated him in a supposed kickback system from infrastructure contracts.</p><p>(My people have records of the deliveries.
