The law strengthens the constitutional guarantee under Article VIII, Section 3, ensuring that the Judiciary’s budget cannot be reduced below the previous year’s allocation and must be automatically released. It also authorizes the Supreme Court to submit its budget proposal directly to Congress, mandates the automatic monthly release of funds, and requires quarterly reporting to the President and Congress. Witnesses include Chief Justice Alexander G. Gesmundo, Senate President Chiz Escudero, House Speaker Martin Romualdez, Executive Secretary Lucas Bersamin, Pampanga 2nd District Rep. Gloria Macapagal-Arroyo, and other officials.

A &quot;very small group&quot; wants President Ferdinand &quot;Bongbong&quot; Marcos Jr. kicked out of office, a Palace spokesman said Monday, saying those calling for the President&#x27;s resignation are likely to be implicated in the ongoing investigation in the flood control corruption scandal. &quot;Napakaliit ng grupo nitong gustong pababain ang Pangulo,&quot; Dave Gomez, Presidential Communications Office acting secretary, said in a DZMM interview. He added: &quot;Hindi ba obvious &#x27;yung mga gustong magpapaba ay &#x27;yung mga tatamaan?&quot;Gomez said the government is monitoring personalities seeking to destabilize the government, saying it would be remiss for any administration not to monitor any destabilization effort against it. He also dismissed former lawmaker Zaldy Co&#x27;s series of videos on social media, which seeks to link the President to the flood control mess. &quot;Sabi ni BBM, he wil not even dignify the acdusations dahil napakaraming loopholes nung script. Katawa-tawa...Hindi namin ito pinapansin,&quot; he said. Gomez questioned Co&#x27;s claim that the President sought a P100 billion insertion in the 2025 budget during the bicameral conference, instead of including it in the National Expenditures Program. &quot;Pwede naman niyang gawin from the very start,&quot; he said.Instead, he challenged Co to return to the Philippines and reveal what he knows under oath before the proper judicial authorities.The spokesman noted it was the President who first exposed the flood control mess during this year&#x27;s State of the Nation address and later revealing the names of 15 contractors who bagged P100 billion in flood control contracts over a 3-year period. He added that since the SONA, Malacanang has launched the Sumbong sa Pangulo website, which allows ordinary citizens to upload information on possible irregularities in government infrastructure programs. Other actions taken include a reshuffling of the Philippine Contractors Accreditation Board, suspension of licenses of contractors linked to the flood control mess, replacement of Public Works Secretary Manuel Bonoan, seizure of luxury vehicles of the Discaya couple and the creation of the Independent Commission for Infrastructure. Up next, he said, is the President&#x27;s promise is to jail flood control suspects before Christmas and recover government funds.
