Robert Morico II said the cases—inciting to sedition, conspiracy and proposal to commit sedition, and sedition under the Revised Penal Code—were filed last Tuesday before the National Prosecution Service of the Department of Justice (DOJ).</p><p>“A total of 97 persons of interest [were] involved directly doon sa violent incident. Case was filed,” Morico said in a press briefing.</p><p>He added that the investigation remained ongoing and that more individuals, including the alleged instigators and financiers of the violence, would soon face charges.</p><p>“The investigation is continuing and in the next few days, we will be filing again cases against the instigators and supposed mga people behind the violent incident in Recto and in Mendiola,” he said.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/27/youth-groups-slam-subpoenas-issued-to-student-leaders-over-sept-21-protest-1816">Youth groups slam subpoenas issued to student leaders over Sept. 21 protest</a></div><p>Morico noted that authorities identified several individuals seen in circulating videos allegedly inciting violence, including calls to burn Malacañang Palace.</p><p>“Makikita niyo naman doon sa mga video na kumalat kung sino ang nagsasalita na susunugin ang Malacañang. Jose Melencio Nartatez Jr. assured the public that the police were preparing for the upcoming nationwide protest on November 30. </p><p>Nartatez noted the police deployment during the September 21 rallies successfully prevented protest groups from reaching restricted areas near Malacañang.</p><p>“For September 21, nakita niyo naman ang police operation to secure. Alam natin the rallyists coming from the Luneta Grandstand, the group coming from Liwasang Bonifacio, en route going to People Power Monument and the EDSA Shrine, alam naman natin na dadaan ‘yun sa Malacañang. Kaya nga tayo nagharang, naglagay tayo ng mga barrier doon,” he said.</p><p>Nartatez said the PNP was enhancing its security plans in anticipation of larger crowds on November 30.</p><p>“Medyo mataas ‘yung data o mataas ‘yung nag-participate. With that volume, ay tataas pa, and if we are going to plan as projected this coming November 30, we’d be continuously preparing for that,” he said.</p><p>He outlined three main priorities: close monitoring of protest groups, reinforcement of security barriers and surveillance systems in coordination with local government units, and additional deployment of security forces.</p><p>“We continuously monitor who are these personalities, lalo na ‘yung different groups na pwedeng maghasik ng hindi maganda. That’s why we filed cases,” Nartatez said.</p><p>“We’re improving our security, putting barriers, coordinating with LGUs to install more CCTVs. We’re also working closely with the AFP, Coast Guard, and other force multipliers to secure the area,” he added.</p><p>Around 15,000 policemen are initially deployed for the anti-corruption protests slated every weekend until Bonifacio Day, with a “reserve” force also prepared for any contingency, the National Capital Region Police Office (NCRPO) said on Monday.</p><p>The figure has yet to include additional police personnel from Central Luzon, Calabarzon, and other nearby regions if the need arises, NCRPO Spokesperson PMaj. Hazel Asilo said. </p><p>Asilo added that they were scanning posts on social media.</p><p>“Yung ating kabataan, napansin natin na dun sila na-engganyo, yung mga nag-join noong Sept. 21.
