Maria Tan, ABS-CBN News </span></span></span></div><p>MANILA — The Bureau of Internal Revenue filed Thursday criminal complaints against former Department of Public Works and Highways engineers Henry Alcantara, Brice Hernandez, and Jaypee Mendoza in relation to P1.6 billion in alleged income tax deficiencies. </p><p>BIR Commissioner Romeo Lumagui, Jr. said the bureau conducted a lifestyle check on the trio to ensure that individuals involved in anomalous flood control projects are held accountable.</p><p>The BIR found that the three ex-DPWH officials allegedly committed tax evasion and willful failure to file and supply correct and accurate information in their income tax returns, in violation of the National Internal Revenue Code of 1997.</p><p>“Nakita natin na based on sa mga lifestyle checks natin na iyong kanilang mga ginastos, nakuha rin natin iyan sa mga pagdinig na ginawa sa Senado, at iyong kanilang mga ari-arian nakita natin na hindi tugma ito sa kanilang kinikita o iyong mga reported na mga revenues at mga binayarang buwis,” Lumagui said.</p><p>Lumagui said Alcantara had a P900-million tax liability, Hernandez at P600 million, and Mendoza at P180 million.</p><p>The BIR investigation revealed that the officials derived significant income from so-called &quot;proponents&#x27; shares&quot; or kickbacks from ghost flood-control projects, which they allegedly laundered through casino gambling. </p><p>Through the Philippine Amusement and Gaming Corporation or PAGCOR and casino records of the three, the BIR confirmed that they exchanged cash for casino chips grossly disproportionate to their declared sources of income.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/9/dpwh-s-bgc-boys-lost-p950-million-in-casinos-lacson-1547">DPWH&#x27;s &#x27;BGC Boys&#x27; lost P950 million in casinos: Lacson</a></div><p>Land Registration Authority or LRA and Land Transportation Office or LTO records also revealed that the officials acquired luxury vehicles, high-value properties and other personal assets also grossly disproportionate to their declared sources of income.</p><p>Lumagui said the properties of the three former officials could be seized if they still fail to pay their tax liabilities.</p><p>“Posible iyan ano dahil lahat iyan personal liability nila so hanggat hindi bayad iyan ay patuloy ang pagsingil namin so hahanapin lahat ng ari-arian nila at kukunin natin, mga sasakyan at kuna anuman ang makita natin na kanilang pagmamay-ari,” Lumagui said.</p><p>Lumagui said the BIR continues to investigate government officials, as well as private individuals linked to anomalous flood control projects.</p><p>“Again lahat ng personalities na involved ay titingnan natin, wala po tayong pipiliin, talagang lahat po ng involved, lahat ng name-mention lahat ng personalities iniimbestigahan natin,” Lumagui said.</p><p>This is the second batch of criminal complaints filed by the BIR against personalities tagged in anomalous flood control projects. </p><p>“As of now, we have filed a total of 10 criminal cases, with Php 8,860,269,333.36 in total tax liability.
