Tino exits</strong></a></div><p>Typhoon Tino left at least 140 people dead and 127 missing after unleashing devastating flooding across the central Philippines, official figures showed Thursday.</p><p>Meanwhile, PAGASA earlier said a weather disturbance being monitored outside the Philippine area of responsibility could hit land at or near its peak intensity as a <a href="https://www.abs-cbn.com/news/weather-traffic/2025/11/5/potential-super-typhoon-may-make-landfall-at-or-near-peak-intensity-pagasa-1320">super typhoon</a> on Monday. </p><p>Placing the country under state of national calamity would enable “quicker access” to emergency response funds and faster procurement process and aid distribution, according to Marcos Jr.</p><p>“We don&#x27;t have to go through the usual bureaucratic procedures and we can immediately provide assistance to the victims of the storms,” he noted.</p><p>A declaration of calamity also puts in place price freezes on basic goods to prevent profiteering during crises.</p><p>In a press briefing Thursday afternoon, Malacañang announced the release of P760 million fund for several areas hit by Tino.</p><div><br/></div><div><strong>&#x27;VERY HIGH&#x27; DEATHS</strong></div><div><br/></div><p>Marcos Jr. also lamented the high number of reported casualties due to Tino.</p><p>“I do not want to give a number because we are still in the process of validating all the numbers about the damage, the number of people who have been displaced, the number of families that are under evacuation centers,” Marcos Jr. added.</p><p>The chief executive vowed that relief operations are underway for Tino victims while the national government is preparing for “stronger” Uwan, which is predicted to barrel through Central and Northern Luzon.</p><p>He said that many response personnel are deployed in the Visayas for relief operations.</p><p>“Kailangan na natin pag-isipan kung ilan doon, kung sino doon ang pwede nang dalhin para paghandaan na ‘yung Uwan,&quot;
