MANILA &mdash; Believing House Speaker Faustino &ldquo;Bojie&rdquo; Dy III and House Majority Leader Sandro Marcos would file their own version of the anti-political dynasty bill, Bicol Saro party-list Rep. Terry Ridon said he is &ldquo;quite certain&rdquo; that proposal would be approved on third and final reading.Ridon pointed out Dy, who is from a political clan in Cagayan, previously committed to passing a bill on political dynasties. A ban in the 1987 Constitution has remained unenforced pending passage of enabling legislation from a Congress dominated by dynasts.&nbsp;Malaca&ntilde;ang has announced that President Ferdinand Marcos Jr. &mdash; the majority leader&#39;s father &mdash; has identified the anti-dynasty measure as a priority bill.&ldquo;I think it is the commitment of the speaker and the House leadership to pass the anti-dynasty bill... And I&#39;m quite certain if it is the speaker and the majority leader who will file it, it will get passed on third reading,&rdquo; Ridon told the media on Wednesday.<div><a href="https://www.abs-cbn.com/news/nation/2025/12/9/marcos-directs-congress-to-prioritize-anti-dynasty-party-list-reform-bills-1227">Marcos urges Congress to prioritize Independent People&rsquo;s Commission, anti-dynasty bills</a></div>Ridon added he believes the House can pass the president&#39;s priority bills can be passed without being certified as urgent.&ldquo;I think for as long as there is a high level commitment at the level of the president, at the level of the Senate president, at the level of the House speaker, tingin ko maipapasa po ito (I think this will pass), even without certifying it as urgent,&rdquo; Ridon said.Certifying a bill as urgent allows Congress to bypass a rule to hold readings of the same bill on separate bills, but Ridon said that &quot;if the president had made that commitment, if the Senate president had made that commitment, if the House speaker had made that commitment, I think the people will hold them to that.&rdquo;<div><a href="https://www.abs-cbn.com/news/nation/2025/11/21/anti-political-dynasty-bill-filed-again-at-senate-1330">Anti-political dynasty bill filed again at Senate</a></div>Marcos this week &quot;directed&quot; Congress to pass as soon as possible the Party-List System Reform Act, the Citizens Access and Disclosure of Expenditures for National Accountability bill, and the Independent People&rsquo;s Commission (ICP) Act.House Assistant Majority Leader Zia Alonto Adiong also said he expects a preliminary discussion on the anti-dynasty bill in January.&ldquo;Remember, a couple of weeks ago [Dy] stood up behind the podium saying that he would prioritize the anti-political dynasty legislation, so I was waiting for his version&hellip; So by January, I guess, that would be third week of January ang schedule natin para mag-start na tayo ng (to start a) preliminary discussion on the anti-political dynasty. And we will consolidate all the various versions of this bill,&rdquo; Adiong said in a press conference on Wednesday.
