Leandro Leviste released Thursday, December 25, a supposed summary of the Department of Public Works and Highways (DPWH) budget distribution per district from 2023 to 2026, amounting to P3.5 trillion.</p><p>Leviste claimed that the data came from the DPWH with the approval of Public Works Secretary Vince Dizon. </p><p>This, after he shared the documents supposedly provided to him by late Public Works Undersecretary Maria Catalina Cabral, which gave alleged details about per district allocation for 2025 infrastructure projects. </p><p>&quot;Narito po ang summary ng DPWH Budget per District ng 2023-2026. Dito po makikita kung saan napupunta ang DPWH budget na humigit-kumulang P3.5T, na katumbas ng P130,000 kada pamilyang Pilipino,&quot; Leviste wrote on Facebook.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/22/ridon-urges-leviste-disclose-cabral-s-alleged-list-of-project-proponents-1858">Ridon urges Leviste: Disclose Cabral’s alleged list of project proponents</a></div><p>He said the files were from the data provided by the DPWH and greenlighted by Dizon.</p><p>&quot;Tugma po ito sa “FY2023-2025 GAA Summary.pdf” at “FY 2026 DPWH HGAB summary by DEO_LD.pdf”, na kasama din sa post na ito, na ibinahagi ng DPWH bilang tugon sa mga request noong deliberations ng 2026 budget, at ang files mula sa opisina ni yumaong USec Cabral,&quot; Leviste explained.</p><p>In his statement, the Batangas lawmaker explained that the numbers under the 2026 House General Appropriations Bill on his shared documents are not yet final, as they will still undergo changes for the 2026 General Appropriations Bill.</p><p>&quot;Ang mga datos na ito ay capital outlays para sa local projects at hindi pa kasama ang Personnel Services, Maintenance and Other Operating Expenses, at Foreign-Assisted Projects. Kasama rin po dito ang P213.8-B na Unprogrammed Appropriations na na-release sa DPWH para sa “priority projects” noong 2023 at 2024, gaya ng iniulat ng PCIJ,&quot; Leviste said.</p><p>Leviste thanked Dizon and the DPWH for pushing for transparency, stressing that Dizon is the right person to clear the air over possible questions on the supposed P3.5 trillion budget distribution per district for 2023 to 2026.</p><p>Leviste also responded to the Palace&#x27;s comments on his recent recent exposés, quoting Palace Press Officer Claire Castro who stressed to reporters that they will &quot;only respond to the documents authenticated by DPWH&quot; as other claims may only be considered as hearsays.</p><p>“USec Claire can confirm with Sec Vince the data, which were provided by DPWH with Sec Vince’s approval. He and I discussed releasing this to the public in September, but I understand if DPWH hasn’t released it yet, because many people on this list have asked me not to release it too,&quot; the Batangas lawmaker said.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/8/26/leviste-files-raps-vs-batangas-engineer-over-alleged-bribe-attempt-1254">Leviste files raps vs Batangas engineer over alleged bribe attempt</a></div><div> </div><div><strong>ON BUDGET INSERTIONS</strong></div><p>Leviste added that it&#x27;s the DPWH who utilizes the budget given per district for infrastructure projects, not the proponents.</p><p>“I hope that we can all support Sec Vince’s push for transparency in the DPWH, because we should be proud of the projects in our districts. If a district gets a ₱10 billion yearly budget, the DPWH uses that for projects, and an insertion doesn’t automatically mean there’s anything for the proponent,&quot; he wrote.</p><p>House Committee on Public Accounts Chairperson Terry Ridon recently<a href="https://www.abs-cbn.com/news/nation/2025/12/23/ridon-wants-leviste-accountable-for-allegedly-lying-fake-news-in-allegations-1757"> called out Leviste for supposedly lying</a> and “doing fake news” after the latter accused Ridon of making budget insertions. The former said he cannot have insertions in the 2025 budget as he was not part of the 19th Congress.</p><p>Leviste said his earlier statement was directed to Ridon&#x27;s partylist, or the Bicol Saro Party-list.</p><p>Leviste also urged his fellow lawmakers to remove Ridon from House committee chairmanship to supposedly make way for a probe of his party-list alleged insertions in the 2025 budget.</p>
