Sherwin Gatchalian on Tuesday was forced to takeover the budget duties of Sen. Ronald &quot;Bato&quot; dela Rosa, who has been missing in action since November 11.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/2/sotto-to-critics-of-dela-rosa-s-weekslong-absence-file-ethics-complaint-1423">Sotto to critics of Dela Rosa&#x27;s weekslong absence: &#x27;File ethics complaint&#x27;</a></div><p>Dela Rosa was notably absent during the Senate plenary budget deliberations where proposed amendments for various government agencies were read.</p><p>Instead, Gatchalian presented Dela Rosa&#x27;s suggested amendments for several agencies:</p><div><br/></div><div><strong>1. For Philippine National Police </strong></div><div><br/></div><p>— An increase of P30,000,000 for scholarship program of the PNP in collaboration with Asian Institute of Management</p><p>— An increase of P260,000,000 for capital outlay to be  used for the following: Enhanced and secured satellite communication integrations project of the PNP for P170,000,000; Data Security Operations Center project of Information Technology Management Service of the PNP for P90,000,000</p><div><br/></div><div><strong>2. For Department of Public Works and Highways</strong></div><div><br/></div><p>— Various infrastructure Projects with accompanying letter of request or resolution of concerned Sanggunian or Regional Development Council Resolution endorsing all of submitted infrastructure projects. </p><div><br/></div><div><strong>3. For Bureau of Fisheries and Aquatic Resources under Department of Agriculture </strong></div><div><br/></div><p>—An increase of P150,000,000 to be used for the mobile water treatment desalinator system for health and welfare intervention to improve sanitation community health and productivity among vulnerable fishery households</p><div><br/></div><div><strong>4.
