Jonathan Cellona, ABS-CBN News</span></span></span></div><div style="text-align:left"><br/></div><p>MANILA — The Office of the Vice President (OVP) emphasized that there was &quot;no finding of wrongdoing&quot; in the Commission on Audit&#x27;s report on the agency&#x27;s budget last year.</p><p>This comes after COA published the Executive Summary and full report on the OVP’s Annual Audit Report for Calendar Year 2024.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/2/coa-ovp-grants-p3-4-m-to-livelihood-beneficiaries-amid-absence-of-feasibility-viability-1229">COA: OVP grants P3.4-M to livelihood beneficiaries amid ‘absence of feasibility, viability’ in project proposals</a></div><p>In a statement released Thursday, the OVP explained that the significant audit observations and corresponding recommendations were discussed with OVP management officials during an exit conference on May 15, 2025.</p><p>“The OVP highlights that there were no findings of loss or wastage of government funds or property in the audit, and all issues raised were primarily administrative in nature and management agreed to implement all corresponding recommendations to address the observations for CY 2024,” it said.</p><p>“In conclusion, the Auditor rendered an unmodified opinion on the fairness of presentation of the financial statements of the OVP as at December 31, 2024,” it added.</p><p>The OVP further noted that an unmodified opinion is the “highest level of assurance, meaning the financial statements are presented fairly in all material respects.&quot;</p><p>“No finding of wrongdoing,” it concluded.</p><div><br/></div><div><strong>WHAT IS &#x27;UNMODIFIED OPINION&#x27;</strong></div><div><br/></div><p>According to COA, an unmodified opinion (also referred to as an unqualified opinion) is an opinion issued when the auditor concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework.</p><p>“For this purpose, the auditor’s evaluation includes due consideration of quantitative and qualitative materiality established based on the prescribed COA’s audit guidelines,” it said on its website.</p><p>However, it noted that an unmodified or unqualified opinion &quot;does not necessarily mean that there were no misstatements found during the audit nor there were no uncorrected misstatements as at year-end.&quot;</p><p>“It is possible that the misstatements found during the audit were already corrected by the audited agency or that the uncorrected misstatements are not material, quantitatively and qualitatively,” COA said.</p><p>“Moreover, this does not entail that the audited agency fully complies with all the laws, rules, and regulations or that the uses of funds on the agency’s programs, projects, and activities are economical, effective, or efficient,” it further noted.</p><div><br/></div><div><strong>OTHER NEWS</strong></div><div><br/></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/VEURclIRIrk?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
