<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1764904417664photo-collage.png (2)_cropped_processed_by_imagy.png" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">President Ferdinand Marcos, Jr. and Sarah Discaya. 📷༘ PPA pool and Mark Demayo, ABS-CBN News</span></span></span></div><div><br/></div><p>MANILA<strong> (2nd UPDATE) </strong>— President Ferdinand Marcos Jr. on Friday announced the looming arrest of St. Timothy Construction owner Sarah Discaya and other officials over a P100-million ghost flood control project in Davao Occidental.</p><div><a href="https://www.abs-cbn.com/news/business/2025/12/4/sec-revokes-corporate-registration-of-discayas-st-timothy-st-gerrard-1702">SEC revokes corporate registration of Discayas&#x27; St. Timothy, St. Gerrard</a></div><p>“Ayon sa imbestigasyon, ang proyektong ito na sinasabing natapos noong 2022 ay hindi kailanman nasimulan,” he said.</p><p>The Office of the Ombudsman will soon file malversation and falsification of public documents charges against Discaya and other key officials her firm after investigations showed that certificates of completion and inspection reports submitted to the government were falsified, the President said in a recorded message.</p><p>In a press conference after Marcos&#x27; video, the Office of the Ombudsman confirmed that criminal cases are set to be filed against Discaya and her alleged cohorts.</p><p>&quot;The Office of the Ombudsman finds probable cause to file criminal charges in connection with an alleged P96.5 million ghost project in Davao Occidental... We announce that criminal informations shall be filed before the regional trial court of Digos City against several officials of the DPWH Davao Occidental district engineering office and private individual owners of St. Timothy,&quot; Assistant Ombudsman Mico Clavano said.</p><p>He added that the DPWH executives were preventively suspended for 6 months.</p><div><br/></div><div><strong>&#x27;FALSIFIED&#x27;</strong></div><div><br/></div><p>In Marcos&#x27; earlier video, he said that the Discaya firm submitted fake evidence of work progress.</p><p>“Sa inspeksyon ng CIDG (Criminal Investigation and Detection Group) noong September 2025, natukoy na walang anuman konstruksyon na nasimulan hanggang ngayon,” he said, noting that indigenous groups and barangay officials have confirmed the report.</p><p>Discaya and her group submitted falsified videos of the project’s alleged progress, the President said.</p><p>Several public officials were also named in the complaint, the President said, without naming them.</p><div><a href="https://www.abs-cbn.com/news/business/2025/9/3/9-discaya-firms-lose-licenses-for-bidding-against-each-other-on-projects-1249">9 Discaya firms lose licenses for bidding against each other on projects</a></div><p>“Ayon sa kanilang findings, ang mga respondent na ito ay kumilos nang may manifest partiality, bad faith o gross negligence,” he said.</p><p>&quot;Nagdulot sila ng undue injury sa gobyerno at nagbigay ng unwarranted benefits sa contractor,” the President said.</p><p>Arresting authorities have been instructed to prepare for an arrest as soon as charges are formally lodged in court, he said.</p><p>“I have directed the DILG and the PNP to ensure that they know the whereabouts of Discaya at nung iba pa para paglabas ng arrest warrant ay maaresto sila aga... Umpisa pa lang ito.
