We announce that criminal informations shall be filed before the regional trial court of Digos City against several officials of the DPWH Davao Occidental district engineering office and private individual owners of St. Timothy,&quot; Assistant Ombudsman Mico Clavano said.</p><p>He added that the DPWH executives were preventively suspended for 6 months.</p><div><br/></div><div><strong>&#x27;FALSIFIED&#x27;</strong></div><div><br/></div><p>In Marcos&#x27; earlier video, he said that the Discaya firm submitted fake evidence of work progress.</p><p>“Sa inspeksyon ng CIDG (Criminal Investigation and Detection Group) noong September 2025, natukoy na walang anuman konstruksyon na nasimulan hanggang ngayon,” he said, noting that indigenous groups and barangay officials have confirmed the report.</p><p>Discaya and her group submitted falsified videos of the project’s alleged progress, the President said.</p><p>Several public officials were also named in the complaint, the President said, without naming them.</p><div><a href="https://www.abs-cbn.com/news/business/2025/9/3/9-discaya-firms-lose-licenses-for-bidding-against-each-other-on-projects-1249">9 Discaya firms lose licenses for bidding against each other on projects</a></div><p>“Ayon sa kanilang findings, ang mga respondent na ito ay kumilos nang may manifest partiality, bad faith o gross negligence,” he said.</p><p>&quot;Nagdulot sila ng undue injury sa gobyerno at nagbigay ng unwarranted benefits sa contractor,” the President said.</p><p>Arresting authorities have been instructed to prepare for an arrest as soon as charges are formally lodged in court, he said.</p><p>“I have directed the DILG and the PNP to ensure that they know the whereabouts of Discaya at nung iba pa para paglabas ng arrest warrant ay maaresto sila aga... Umpisa pa lang ito.
