MANILA — The National Police Commission (NAPOLCOM) has ordered the dismissal of a Police Staff Sergeant who posted sexually suggestive, indecent, and immoral content on a social media account under the name &quot;Semi Pogi.&quot;In a statement Saturday, NAPOLCOM vice chairperson Commissioner Rafael Vicente Calinisan said the videos, uploaded between April and June 2025, constituted serious misconduct and violated the standards expected of members of the police service.&quot;Ako po ang nag-order ng motu propio investigation dito. Ito po ay malinaw na insulto sa dignidad ng mga kababaihan — pulis pa naman siya,&quot; Calinisan said.&quot;Magsilbing babala po ito sa mga vloggers: &#x27;use your influence with prudence and be responsible when posting on social media&#x27;,&quot; he added. <div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/1/9-navotas-cops-relieved-over-torture-allegations-1418">READ: 9 Navotas cops relieved over torture allegations</a></div>According to NAPOLCOM, the videos showed acts such as holding papers with vulgar slang for sexual intercourse, slapping a woman and forcing her to eat food, and simulating thrusting motions suggestive of sexual activity. The respondent also reportedly appeared in uniform in several videos and publicly identified himself as a police officer, despite clear prohibitions under PNP Memorandum Circular No. 2024-077, which bars officers from using police uniforms in social media content without authorization. He was also not part of the PNP&#x27;s officially recognized content creator or vlogger team.In his defense, the officer claimed the posts were intended merely for personal expression and entertainment, saying he had no intention of promoting immorality or tarnishing the PNP&#x27;s reputation.He added that he created online content to earn modest supplementary income for his family and had already deleted the videos after concerns were raised.After reviewing the case, Calinisan said the Commission unanimously found the officer guilty of Conduct Unbecoming of a Police Officer and ordered his dismissal from the police service.The ruling is consistent with NAPOLCOM&#x27;s directive to resolve new administrative cases within 60 days under its zero-backlog policy.Calinisan emphasized that the videos were sexually explicit, degrading to women, and publicly accessible through an account that directly identified the respondent as a member of the PNP.NAPOLCOM added that public perception is the controlling standard in determining misconduct, and that his justification offered no legal mitigation.
