Mark Demayo, ABS-CBN News "/><span class="fr-inner" style="text-align:left">Pacifico and Cezarah Discaya, owners of St. Gerrard Construction Company, attend a Senate Blue Ribbon Committee hearing on the alleged ghost flood control projects at the Philippine Senate on September 8, 2025. <em>Mark Demayo, ABS-CBN News </em></span></span></span></div><p>MANILA — The Philippine National Police on Sunday said it has dispatched intelligence and tracker teams for St. Timothy Construction owner Sarah Discaya and others involved in a “ghost” flood control project in Davao Occidental.</p><p>PNP chief Jose Melencio Nartatez, Jr. said the police are also communicating with other concerned agencies in preparation for the issuance of warrants of arrest against the individuals involved.</p><p>He added that the police are now collecting information on areas where the individuals may seek refuge.</p><p>“All of our preparations are intended to make them feel that the only option left to them is to surrender,” he said.</p><p>PNP said barangay at neighborhood watch groups have also been alerted to monitor and report essential information.</p><p>“We encourage citizens—particularly those with direct knowledge or relevant information—to cooperate with authorities. Transparency and community involvement are vital to ensuring accountability and protecting public resources,” said Nartatez.</p><p>The Office of the Ombudsman on Friday afternoon <a href="https://www.abs-cbn.com/news/nation/2025/12/5/raps-filed-vs-sarah-discaya-several-dpwh-officials-over-ghost-project-1608">filed </a>graft and malversation cases against Discaya, public works officials, and others, over the P96.5-million worth of ghost flood control project in Davao Occidental.</p><p>This after President Ferdinand Marcos Jr. <a href="https://www.abs-cbn.com/news/nation/2025/12/5/marcos-says-cases-to-be-filed-vs-discaya-over-ghost-project-in-davao-occidental-1117">uploaded </a>a video announcing their looming arrest.</p><p>Ombudsman Jesus Crispin Remulla on Saturday said Discaya remains in Pasig City and is <a href="https://www.abs-cbn.com/news/nation/2025/12/6/sarah-discaya-under-surveillance-still-in-ph-ombudsman-says-1832">under surveillance</a>.</p><p>Before this, nine out of 16 personalities linked to the anomalous flood control projects in Oriental Mindoro have been <a href="https://www.abs-cbn.com/news/nation/2025/11/26/9th-accused-in-mindoro-flood-control-case-arrested-appears-before-sandiganbayan-1003">arrested</a>.</p><p>Remulla previously said <a href="https://www.abs-cbn.com/news/nation/2025/12/6/remulla-more-arrest-warrants-on-flood-control-mess-out-in-next-2-weeks-1844">more arrest warrants</a> will be issued in the next two weeks against individuals allegedly involved in the flood control corruption issue.</p><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div><br/></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/03oQuYb2sm8?si=yfIbPOHqNxe2v5iV" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe></div>
