Jonathan Cellona, ABS-CBN News</div>MANILA — ACT Teachers Party List Representative Antonio Tinio on Monday called for proof that the so-called “allocables” have in fact been removed in the Senate’s version of the proposed 2026 national budget.Tinio urged the Senate to release a list of the amendments it made, along with the proponents of the said amendments.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/6/lacson-assures-transparency-upheld-in-senate-version-of-2026-budget-1051">READ: Lacson assures transparency upheld in Senate version of 2026 budget</a></div>“Sabi, tinanggal na ‘yung allocables, then prove it... Do we just take their word for it na wala nang allocables?...Ano ‘yung mga specific na tinanggal sa bawat distrito? Magkano ‘yung amount? Line by line, item by item, ipakita. Pwede namang gawin ‘yun kung gusto nila,” he said.Tinio said the statement of some senators regarding the ditching of the “allocables” show that the lower chamber’s version of the 2026 national budget was not a “reform budget” as House leaders previously claimed.“Ipinapakita natin na ‘yung House version is not a reform budget. In fact, it preserved the allocable system or the system of pork barrel. ‘Yung totoo, tinanggal ‘yung flood control allocations, pero may internal instructions sa mga kongresista na’ pondo na ‘yun pang flood control, ilipat nila sa mga ibang anyo ng infrastructure at ayuda. So pinreserve pa rin ‘yung pork barrel system,” he explained.“Ito ‘yung nasa likod noong drama during the House budget deliberations na ipinasoli ng House ‘yung DPWH budget, diba? Tapos after two weeks ay nagbalik ng revised DPWH budget... The whole purpose behind that was to make sure na nakapasok ‘yung mga allocables ng mga kongresista. Ayaw ng House na makita ng publiko na sila ang nag-amend noong NEP. Dahil sasabihin na kaagad, &#x27;Insertions ‘yan.&#x27; So, ipinagawa nila sa DPWH,” Tinio claimed.“Nakipagsabwatan essentially ang House, ang DPWH at ang DBM, at that time si Pangandaman pa ‘yun, para baguhin ‘yung NEP para ma-accommodate ‘yung mga so-called allocables or pork ng mga kongresista. Ngayon, well and good, fine, binabanatan ng Senado ang allocables ng House. Kailangan maging tapat din sila sa mga so-called amendments ng mga senador. Dahil, wag tayong maglokohan, sila rin mayroong infrastructure pork. Tawag nila doon amendments… Ilabas nyo rin ‘yun, ‘yung kompletong listahan ng mga amendments na ginawa ng Senate. At lahat din sa publiko, sino ‘yung proponents ng bawat isa,” he said.ML Party List Representative Leila De Lima said the claim of removing all allocables in the  proposed 2026 national budget remains to be seen in the bicameral conference committee meeting. She expects it be a serious point of discussion among bicam members.“Baka that would be parang a serious issue pagdating sa bicam. Kung gaano different yung version ng Senate from the House and how will the House react to it, the contingent, the counterpart delegation of the House sa sa bicam,” De Lima said.<div> </div><div>OPEN BICAM</div>De Lima urged the lower chamber to pass the resolution seeking for to institutionalize the open bicam, and the livestreaming of its proceedings.But she said even without it, the bicam meeting on the 2026 national budget can still be livestreamed as committed by the President, and the leaders of both houses of congress.“Even without formal approval of the joint resolution from both chambers, posible pa rin, nasa kanila na ‘yan eh, sa House leadership…Wala naman kailangan i-amend sa rules about kung anong klaseng proceedings ang bicam. So, pwede. Deretso na nila, kahit walang formally approved resolution,” De Lima said.For Tinio, the proceedings should not only be livestreamed, but there should also be transparency in the budget documents, amendments, and its proponents.“Kailangan ilabas lahat ng amendments at every stage para maintindihan natin kung ano ‘yung nire-reconcile. Tapos, kasama doon sa paglabas, dapat nakatakda, naka-indicate na rin kung sino yung proponents. Para, in the end, wala nang turuan,” he said.De Lima plans to raise her concerns on passing the open bicam resolution before the House Committee on Rules, and possibly, before the House plenary.
