Mark Balmores, PPA pool</span></span></span></div><p>MANILA<strong> (UPDATE)</strong> — Malacañang on Tuesday announced that President Ferdinand Marcos, Jr. has directed Congress to &quot;take a closer look&quot; and prioritize the passage of an anti-dynasty measure, among others, in order “institutionalize transparency and accountability.&quot;</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/11/21/anti-political-dynasty-bill-filed-again-at-senate-1330">Anti-political dynasty bill filed again at Senate</a></div><p>Palace Press Officer Claire Castro in a press briefing said Marcos gave the instructions during a Legislative-Executive Development Advisory Council (LEDAC) meeting earlier this morning.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/8/political-dynasties-are-root-of-all-corruption-lawmaker-says-1415">Lawmaker says political dynasties are &#x27;root of all corruption,&#x27; pushes for &#x27;bold reforms&#x27; in government</a></div><p>Several reform advocates have noted that the 1987 Philippine Constitution prohibits political dynasties, but the lack of an enabling law has allowed political clans to consolidate power until more than half of incumbent public officials now come from dynasties.</p><p>Aside from the anti-dynasty bill, Marcos also urged Congress to pass as soon as possible the following bills:</p><p>• Party-list System Reform Act</p><p>• Citizens Access and Disclosure of Expenditures for National Accountability</p><p>• Independent People&#x27;s Commission Act</p><p>The Palace announcement comes days after Ombudsman Jesus Crispin Remulla said that the Independent Commission for Infrastructure (ICI) may be dismantled in about 2 months, and as several sectors continue to clamor for a more independent body that is created through a law instead of a presidential order.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/12/4/singson-says-ici-went-to-war-without-necessary-ammunition-1326">Singson says ICI was ‘asked to go to war without necessary ammunition’</a></div><p>Under Congress rules, bills certified by the President as urgent may go directly into third and final reading instead of waiting for 3 days before it can hurdle one reading to the next.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/6/more-transparency-sought-from-ici-1729">More transparency sought from ICI</a></div><p>Senate President Vicente Sotto III said he was looking to expedite the proposed Independent People&#x27;s Commission Act.    </p><p>&quot;Fastbreakin namin. Basta hopefully matapos namin, maisingit namin before Christmas break. And then perhaps baka pasa yon by January,&quot; he said.</p><div><br/></div><div><strong>&#x27;HEATED DEBATE&#x27; EXPECTED</strong></div><div><br/></div><p>Meanwhile, House Deputy Minority Leader and ML Party List Representative Leila de Lima urged the leadership of both Houses of Congress to heed the President’s call to prioritize the passage of measures against political dynasties.</p><p>De Lima expects a heated debate on the matter, as several lawmakers belong to political families.</p><p>&quot;Dapat daw i-prioritize, sabi ng Pangulo. And I suppose the leadership of both Senate and House must help to heed it,&quot; she said.</p><p>&quot;Magkakaroon pa dyan talaga ng mainit na mga debate, mainit na mga discussion about mga iba-ibang version, lalu na &#x27;yung up to what degree, second degree, third degree, fourth degree, at iba pang mga aspeto ng bill,&quot; she added.</p><p>&quot;But the very fact itself na mismo na &#x27;yung Pangulo ang nagpa-prioritize at na &#x27;yung Speaker din mismo, even if he&#x27;s part of a political dynasty, nag-express na rin siya, may pronouncement na rin siya, na siya mismo ay maghahain ng version niya ng (anti) political dynasty (bill).&quot;</p><p>Sotto said lawmakers would have to define what a political dynasty is.</p><p>&quot;Pag-uusapan namin mabuti. Ang importante kasi kanina sa sabi ng Presidente that we agreed was define muna natin ano ang political dynasty. Yun muna i-define natin.
