Jervis Manahan, ABS-CBN News</div>MANILA -- The Department of Transportation and private stakeholders on Monday signed the Right of Way Usage Agreement for the South East Metro Manila Expressway (SEMME).The new 32.7 kilometer elevated expressway aims to connect Bicutan, Taguig to Batasan in Quezon City. &quot;The SEMME is expected to decongest EDSA and C5. It will serve around 42,500 to 88,400 motorists everyday,&quot; said Usec. Jesus Ferdinand Ortega, DOTR undersecretary for road sector.The toll road aims to connect from the existing skyway at FTI in Taguig City, run along C5/Diego Silang towards existing C6 in Taguig City, continue along Laguna Lake then link to Ortigas Avenue extension, cross Sumulong Highway, towards Marcos Highway to Tumana Bridge at San Mateo, Rizal, and will end at the Batasan Complex in Quezon City.A 30-year concession period was given to San Miguel Corp Skyway Stage 4 Corp and the Philippine National Construction Corp as its joint venture partner. &quot;We cannot overemphasize the importance of SEMME in improving the traffic situation in the country.
