Mamamayang Liberal (ML) party-list first nominee Leila de Lima vowed on Wednesday to be an “independent opposition” and “fiscalizer” — one who holds authority to account — at the House of Representatives, where she is projected to have a seat in the 20th Congress.

ML received 541,131 votes and ranked 14th in the party list race, based on the partial unofficial count with 97.37-percent of election returns.

“Definitely magiging independent opposition… fiscalizers,” she told the media.

“I'm happy and looking forward to work,” De Lima added.

The ML party-list plans to review the law on the Pantawid ng Pamilyang Pilipino conditional cash transfer program to address gaps in implementation, and push for bills against extrajudicial killings, seeking for compensation for EJK victims, and seeking transparency in the proceedings of the bicameral conference committee.

“There's got to be transparency sa proceedings ng bicameral. [We will file a] bill that would define exactly the parameters of the function and the mandate of the bicameral committee,” De Lima said.

The bicameral conference committees, formed to reconcile differences in the versions of bills filed by the House and Senate have been criticized for their alleged lack of transparency, especially in the crafting of the national budget.

“Balak ko rin i-review ang 4Ps law para mas maging malinaw at kapaki-pakinabang sa mga beneficiaries and we shall also address 'yung mga nagiging gaps or loopholes sa implementation,” she added.

(I also plant to review the 4Ps law to make it clearer and better for beneficiaries. And we shall also address the gaps and loopholes in implementation)

She said she has received complaints of potential favoritism in the selection of beneficiaries.
