MANILA — The Philippine National Police on Monday said it was working to recover the ransom money paid for the release of kidnapped steel magnate Anson Que, who was eventually found dead in Rizal together with his driver on April 9.PNP spokesperson BGen. Jean Fajardo confirmed in a news conference that Gong Wen Li, alias Kelly Tan, and her companion Wu Jiabing were taken into custody last Saturday.They were arrested by the police Criminal Investigation and Detection Group at a resort in Boracay.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/5/19/two-more-suspects-in-kidnap-slay-of-anson-que-arrested-0929">Two more suspects in kidnap-slay of Anson Que arrested</a></div>Police earlier said Kelly Tan played a key role in Que&#x27;s kidnap-slay, having allegedly lured the victim to the location where he was abducted.David Tan Liao, whom Que personally knew, appears to be the mastermind of the crime while Kelly Tan served as his co-mastermind, said Fajardo.Kelly Tan, who allegedly used Que&#x27;s phone to negotiate with his family while he was held, knew about how the ransom money was transferred through e-wallet and its conversion to cryptocurrency, the police official noted.&quot;Ang objective po natin ay mabawi po itong napakalaking pera na ibinayad [ng] family,&quot; Fajardo told reporters.The PNP earlier identified <a class="fr-green fr-strong" href="https://www.youtube.com/watch?v=M1c6hMMZh5k">two junket operators who allegedly received the P200-million ransom money</a> for Que. Fajardo said that junket operators are being used to &quot;launder illicit money,&quot; adding that they are now finding ways to plug the loopholes in the law that enable illegal transactions.She noted that the Anti-Money Laundering Council only has jurisdiction over casinos.&quot;Ang casino po dapat P5 million ang threshold po nila, they are required to report kapag may transaction ng P5 million,&quot; the police spokesperson said.&quot;Pero pagdating sa junket operator ang may responsibility in terms of reportorial requirements, it should be the casino. Screenshot from ABS-CBN News livestream/PNP</div>Meanwhile, Kelly Tan&#x27;s companion Wu Jiabing underwent inquest proceedings for undesirability and other violations of immigration laws.Wu Jiabing, allegedly a hairdresser, will also face charges of obstruction of justice for allegedly attempting to conceal Kelly Tan&#x27;s identity using a life-like disguise mask, which was found in their room by the authorities.Aside from Kelly Tan, the PNP has earlier named other suspects in the crime, including Richardo Austria, Reymart Catequista, and Jonin Lin.In April, the Philippine National Police Anti-Kidnapping Group filed charges against three other suspects in the crime.<div>More details to follow.</div>
