Paolo Duterte is politically motivated.</p><p>Duterte said the issue was intended to cover up the administration&#x27;s failure to realize its promise to provide rice at P20 per kilo.</p><p>&quot;[S]iyempre dahil hindi naman totoo yung pangako na &#x27;yon, pambobola lang naman yun sa mga tao, hindi nila kayang i-sustain ay tinigil kaagad ng May 2.
