Nicolas Torre III on Monday took over the helm of the Philippine National Police, with President Ferdinand Marcos Jr. reminding him of the challenges ahead, including transnational crime, cyber threats, extremist violence, and police misconduct.A graduate of the Philippine National Police Academy (PNPA) Tagapaglunsad Class of 1993, the 55-year-old Torre—who hails from Jolo, Sulu—is the first PNPA alumnus to become PNP chief.In his assumption speech, Torre introduced three leadership pillars, which include swift and responsive public service.He committed to institutionalizing the 3-minute police response time in major urban centers nationwide, a program he first implemented as director of the Quezon City Police District.“We will be present. Makikita niyo kami sa lansangan, sa komunidad, sa palengke, at sa bawat lugar na kinakailangan ng aming presensya para magbigay ng kapanatagan ng kalooban,” Torre said.(You will see us on the streets, in communities, in markets, and in every place where our presence is needed to provide peace of mind.)Torre’s other leadership pillars include fostering unity and morale within the ranks, and promoting accountability and modernization.“Sa ilalim ng aking pamumuno, ang batas ay patas, ang serbisyo ay mabilis, at ang kapulisyahan ay karapat-dapat ng inyong tiwala,” he said.(Under my leadership, the law will be fair, the service will be fast, and the police force will be worthy of your trust.)According to Senate President Francis Escudero, Torres&#x27; appointment as the country&#x27;s top cop fulfills the mandate of Republic Act 6975 which establishes the PNP for the country&#x27;s police force to be civilian in nature, since he is the first PNP chief to graduate from the PNPA.Previous PNP chiefs were graduates of the Philippine Military Academy.&quot;Mabigat ang nakaatas sa balikat niya para pakita at patunayan na yung ginawang batas ng Kongreso, mahigit 35 taon ang lumilipas, ay tunay nga, tama at nararapat, kaugnay sa ating kapulisan na civilian na ang nature at hindi military ang nature,&quot; said Escudero. Marcos Jr., meanwhile, instructed the new PNP chief to strengthen police visibility and response, boost anti-criminality and anti-drug campaigns, and uphold the honor and dignity of the police force.“Hindi dapat natatakot ang estudyante, o mga manggagawa, motorista, magulang na maglalakad sa kalsada umaga man o gabi,” the President said.(Students, workers, motorists, and parents should not fear walking the streets, whether day or night.)“Bilang alagad ng batas, inaasahan ang buong kapulisan na kumilos nang marangal, maglingkod ng tapat at maging sandigan ng ating mga kababayan,” he added.(As law enforcers, the entire police force is expected to act with integrity, serve with honesty, and be a source of support for our fellow citizens.)Torre led recent high-profile cases, including the search for and eventual arrest of televangelist Apollo Quiboloy in Davao City, prior to his promotion as Criminal Investigation and Detection Group (CIDG) chief.As CIDG chief, Torre also served the warrant of arrest to former President Rodrigo Duterte.Torre previously led the Davao region police, Western Samar Provincial Police Office, as well as Batangas City and Mabalacat police stations.He also has experience in intelligence and field operations, including stints in the Central Luzon and Mimaropa police.He served as a Civilian Police Officer under the United Nations Mission in East Timor from 2001 to 2003.Torre will serve as PNP chief for one year and nine months before reaching the mandatory retirement age in March 2027. -- with a report from RG Cruz, ABS-CBN News
