Princess Abantehas confirmed the lower chamber received a copy the document Monday, June 23.&quot;The House of Representatives received a copy of Vice President Sara Duterte&#x27;s Answer Ad Cautelam to the impeachment complaint at 3:53 p.m. on Monday,&quot; she said in a message to reporters.&quot;The document was delivered by Arnel Barrientos Jr., a messenger from the law firm Fortun, Narvasa &amp; Salazar,&quot; Abante added.In her answer ad cautelam, Duterte&#x27;s camp asserted that the impeachment complaint elevated to the Senate &quot;must be dismissed&quot;, saying it violated the Constitutional provision, which prohibits more than one impeachment complaint to be initiated against an impeachable official.&quot;It is void ab initio for violating the One-Year Bar Rule under Section 3 (5) Article XI of the 1987 Constitution,&quot; the answer stated.Last June 11, the House of Representatives adopted a resolution certifying that the impeachment proceedings against Duterte fully complied with the requirements of the Constitution.Some House members supporting the complaint previously said that the one-year ban will kick in only after an impeachment complaint is &quot;initiated&quot; or &quot;referred&quot; by the House of Representatives, as stated in the House Rules.Section 3 (5) of Article XI, 1987 Constitution states that &quot;no impeachment proceedings shall be initiated against the same official more than once within a period of one year.&quot;Duterte was given until June 23 to provide a response on the Articles of Impeachment sent to her by the Senate impeachment Court on June 12.<div> </div><div>VP SARA SUBMITS ANSWER TO SUMMONS FROM SENATE IMPEACHMENT COURT</div>The vice-president&#x27;s camp has also filed her Answer Ad Cautelam to the summons issued by the Senate impeachment court. The office of the Senate Secretariat, which is also the Clerk of Court, received the 35-page document from a messenger of the Fortun, Narvasa and Salazar law firm at 5:49 p.m on Monday, which is the deadline for the submission.The firm of Fortun, Narvasa and Salazar is representing Duterte in the impeachment proceedings. &quot;They&#x27;re filing it with precaution. Yun naman ang latin equivalent of the ad cautelam,&quot; Senate Secretary and Clerk of Court Renato Bantug, Jr. said. &quot;Meaning they&#x27;re filing the pleading with caution.&quot;&quot;Maybe in their minds they like to reserve some arguments but in compliance with the order of the court, nag-file sila ng mga answer but they&#x27;re expressing that they&#x27;re doing so with precaution, they&#x27;re doing so with caution,&quot; he continued. Bantug said he wouldn&#x27;t want to second guess the defense lawyers as to why they are filing the answer with caution. A copy of the document will be sent to Senate President and impeachment court presiding officer Francis &quot;Chiz&quot; Escudero, as well as to senator-judges.
