Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA — Severe tropical storm Crising and the enhanced southwest monsoon left some P4 billion worth of damage in infrastructure and P217 million worth of damage in agriculture, the National Disaster Risk Reduction and Management Council (NDRRMC) said Wednesday. </p><p>The NDRRMC said most of the damage to infrastructure came from Ilocos Region and Western Visayas, while most of the agricultural losses came from Mimaropa, Western Visayas, and Negros Island Region.</p><p>Seven people were reported dead, but only the two from Camiguin and Surigao del Norte were validated, the NDRRMC said. </p><p>The death toll logged by the agency is lower than the <a href="https://www.abs-cbn.com/news/nation/2025/7/23/12-dead-from-crising-habagat-remulla-0846">12 deaths </a>reported by the interior department. </p><p>Meanwhile, the NDRRMC said seven people were reported injured while eight others remained missing, including three each in Metro Manila and Rizal and two in Antique.</p><p>“Doon sa missing, wala pa pong validated doon. Ang mga ito ay mga drowning at tsaka swept by strong river currents,” Office of Civil Defense (OCD) officer-in-charge Assistant Secretary Bernardo Rafaelito Alejandro IV told reporters in a virtual press briefing.</p><p>The NDRRMC said 533,213 families or about 1.9 million individuals were affected by Crising and the habagat.</p><p>Of the affected population, 25,000 families were staying in 732 evacuation centers while 21,000 families took shelter in other places.</p><p>A state of calamity was declared in 29 cities and municipalities.</p><p>So far, the national government has distributed P79 million worth of assistance to affected local government units (LGUs).</p><div><br/></div><div><strong>PERSONNEL, ASSETS ON STANDBY FOR DANTE, EMONG</strong></div><div><br/></div><p>Various government agencies were preparing for the potential impact of tropical storm Dante and tropical depression Emong, which were both inside the Philippine area of responsibility (PAR).</p><p>Alejandro said search, rescue and retrieval assets were on standby, including 15,000 personnel from the Armed Forces of the Philippines (AFP), 26,000 personnel from the Bureau of Fire Protection (BFP), and 5,000 personnel from the Philippine Coast Guard (PCG).</p><p>Some 3 million family food packs were on standby with the Department of Social Welfare and Development (DSWD).</p><p>“Naka-ready ‘yan, naka-preposition all around the country, sa mga strategic warehouses natin,” Alejandro noted.</p><p>“In terms of emergency communication, meron tayong 10 mobile emergency teams na nakaready,” he added. </p><p>The Philippine Air Force has readied 28 rotary aircraft and nine fixed-wing aircraft for any emergency deployment.</p><p>For sea assets, 19 vessels from the Philippine Navy, 23 from the PCG, and smaller rescue vessels from the BFP were on standby.</p><p>In addition, 1,600 land vehicles and 3,000 firetrucks were made available by the military and BFP, respectively.</p><p>“In terms of public health assets, close to 30 million ang naka-standby ng DOH. That is in addition to the medical teams on standby dito sa emergency na ito,” Alejandro said.</p><p>“We are closely monitoring ang ating dams dahil ini-expect pa rin natin na magkakaroon ng red warning ang areas ng Bataan, Occidental Mindoro and Zambales. Orange sa Tarlac, Rizal, Pangasinan, Pampanga, Metro Manila, Laguna, Bulacan, Benguet, Cavite and Batangas, and the rest ay yellow ang inaasahan natin today hanggang bukas,” he added.</p><div><br/></div><div><strong>EDCA SITES </strong></div><div><br/></div><p>AFP spokesperson Col. Francel Margareth Padilla reaffirmed the preparedness of Enhanced Defense Cooperation Agreement (EDCA) sites for use in humanitarian assistance and disaster response. </p><p>“Yung nine EDCA sites are open to be utilized,” Padilla said during the briefing.</p><p>“In terms of use, these EDCA sites are multi-purpose. They can be used for repacking of goods in coordination with the DSWD. Pwede po siyang maging command and control hubs para din sa ating mga aid that’s going to be coming in, even for international aid,” she added. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/23/ph-seeks-us-help-to-dispatch-3-million-relief-packs-prepositioned-in-edca-sites-1502">PH seeks US help to dispatch 3 million relief packs prepositioned in EDCA sites</a></div><p>Alejandro said EDCA sites provide versatile logistical support based on the evolving needs of disaster response.</p><p>“Ang importante po dito sa atin ngayon are these are all available. Once ma-determine natin na need na natin ay actual na na gagamitin at available na kaagad,” the OCD official said.</p><p>“Marami naman tayong multiple sites na pwedeng gamitin, lalo na kung mag magprolong pa itong ating operations, so we welcome this. These are all welcome facilities na pwede nating gamitin kaagad,” he added.</p><p>The EDCA is a defense pact between the Philippines and the United States that allows for increased rotational presence of US troops and the use of agreed locations for joint training, prepositioning of equipment, humanitarian assistance and disaster response. </p><div><br style="caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0)"/></div><div><br/></div><div><br/></div><div><iframe width="853" height="480" src="https://www.youtube.com/embed/LhYHvdE1b6Q" title="Kailan titila?
