Contractor and Development Corp</li><li>St. Timothy Construction Corp</li><li>QM Builders</li><li>EGB Construction Corporation</li><li>Topnotch Catalyst Builders Inc</li><li>Centerways Construction and Development Inc</li><li>Sunwest, Inc</li><li>Hi-Tone Construction and Development Corp.</li><li>Triple 8 Construction and Supply, Inc</li><li>Royal Crown Monarch Construction and Supplies Corp</li><li>Wawao Builders</li><li>MG Samidan Construction</li><li>L.R. Tiqui Builders Inc.</li><li>Road Edge Trading and Development Services</li></ul><div><br/></div><p>ABS-CBN News is conducting research and reaching out to the firms identified by the President.</p><p>Marcos also flagged several projects in different locations having exactly the same contract cost—which he said could mean that the same designs, materials and lengths were used despite differences in location or terrain.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/28/-mahiya-naman-kayo-marcos-order-probe-on-corruption-in-flood-control-projects-1725">&#x27;Mahiya naman kayo&#x27;: Marcos orders probe on possible corruption in flood control projects</a></div><p>There are also 6,021 projects worth more than P350 billion that “do not specify the exact type of flood control structure built or rehabilitated.”</p><p>“This is another disturbing assessment... This is the first step, we have to keep on going. We have to clean up nice,” he said.</p><p>“It might be a little painful, baka masangkot diyan yung mga taong malapit sa atin pero kahit na malapit sila sa atin, mas malapit naman sa puso natin yung ating mga kababayan,&quot; he added.</p><div><br/></div><div><strong>&#x27;NOT MATCH&#x27;</strong></div><div><br/></div><p>The President also questioned why most of the flood control projects were located in areas that were not among the most flood-prone places in the Philippines.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/7/29/-why-allow-10-000-flood-control-projects-when-you-only-need-1-analyst-1605">&#x27;Why allow 10,000 flood control projects when you only need 1?&#x27; - analyst</a></div><p>Data from Malacañang showed that top 10 provinces with the most number of flood control projects from July 2022 to May 2025 are as follows:</p><ul><li>Bulacan (668)</li><li>Cebu (414)</li><li>Isabela (341)</li><li>Pangasinan (313)</li><li>Pampanga (292)</li><li>Albay (273)</li><li>Leyte (262)</li><li>Tarlac (258)</li><li>Camarines Sur (252)</li><li>Ilocos Norte (224)</li></ul><div><br/></div><p>While the most flood-prone provinces are as follows:</p><div><br/></div><ul><li>Pampanga</li><li>Nueva Ecija</li><li>Tarlac</li><li>Bulacan</li><li>Metro Manila</li><li>Maguindanao</li><li>North Cotabato</li><li>Oriental Mindoro</li><li>Ilocos Norte</li></ul><div><br/></div><p>“I think you will notice they do not necessarily match. I’m sure there are explanations for that. We have to study this further but you could intuitively say… na yung pinaka flood prone, yun dapat ang may pinakamaraming projects. Kailangan natin tingnan bakit naging ganiyan,” the President said.</p><p>“Many projects also in different locations have exactly the same contract cost... It is impossible for one barangay to have the same projects, with the exact same amount, with the exact same contractor… Imposible yan,” he added.</p><div><br/></div><div><strong>&#x27;POINTING FINGERS’</strong></div><div><br/></div><p>Despite these findings, Marcos Jr. stopped short of linking particular government officials and other individuals to questionable practices within the DPWH, saying that “it will be premature” for him to name names at this point.</p><p>“I need to hear from people first… It will be premature for me to name names,” he said.</p><p>“We have to be careful about this. We have to get to the bottom. We want the people who have taken advantage of the system to pay... <span style="background-color:transparent">Let’s be circumspect about pointing fingers and shouting at people,&quot; Marcos added.</span></p><div><br/></div><div><strong>‘SUMBONG SA PANGULO’ WEBSITE</strong></div><div><br/></div><p>The government has launched “Sumbong sa Pangulo” — a website where the public can check all flood control projects and send reports about anomalies in the construction of these infrastructures their vicinities, the President said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/11/marcos-launches-website-to-seek-public-help-in-auditing-flood-control-projects-0923">&#x27;Sumbong sa Pangulo&#x27;: Marcos launches website to seek public help in auditing flood control projects</a></div><p>“Mayroon ding maganda, mayroon ding nabuo, mayroon ding nakatulong pero hanapin natin yung hindi maganda, hindi nabuo,” he said.</p><p>“If there is evidence of corruption, of embezzlement, of any kind of wrongdoing… We need the citizen to play their part, their civic duty to report to the government what they see is wrong,” he said.</p><p>“It is exceedingly important that people get involved. Ang isusulat ninyo sa report, ako mismo ang babasa. Yan ang asahan ninyo: babasahin ko bawat isa,” he said.</p><p>Marcos first called out substandard government infrastructure during his fourth State of the Nation Address (SONA) last month after parts of the country were drenched in floods despite the President’s promise of building over 5,500 flood control projects in his 2024 report to Congress.</p><p>The budget for flood control projects under the DPWH had steadily increased since Marcos ascended to power in 2022.</p><p>From P128 billion in 2022, the fund climbed to P182 billion in 2023, P244 billion in 2024, and P248 billion under this year’s budget.</p><p>Other local government units and national government agencies also have separate funding for anti-flood measures.</p><div><br/></div><div><strong>HOUSE BRIEFING </strong></div><div><br/></div><p>Meanwhile, the House Committee on Public Accounts said it would tackle the President’s remarks in its Wednesday briefing with the DPWH. </p><p>“We will conduct a follow up briefing with DPWH on Wednesday, incorporating the President’s latest remarks, particularly the online listing of projects, the disparity between flood control projects and flood-prone regions, and the actual performance report of the top 15 flood control contractors,” panel chairperson Rep. Terry Ridon said in a statement.</p><p>Navotas City Rep. Toby Tiangco said the Marcos’ revelations were “not just alarming”, but also “unacceptable”. He expressed support for the President’s “move to expose and confront the staggering anomalies in our nation’s flood control programs”.</p><p>“Even more disturbing is the fact that only 15 contractors cornered 20% of the entire 545 billion budget, raising serious questions about fairness, transparency, and potential corruption in project implementation,” Tiangco said in a statement.</p><p>“Every peso wasted or misused on flood control is a betrayal of communities like ours. We cannot and will not allow critical infrastructure to become a playground for inefficiency or worse, corruption,” he added.</p><p>ACT Teachers party-list Rep. Antonio Tinio, for his part, is waiting whether the investigation will result in the filing of charges, and how the President’s statement will affect the 2026 budget for flood control.</p><p>“It still remains to be seen kung may kahihinatnan ba ito. Siyempre, ang pinakasukatan naman, mayroon bang makakasuhan? Mapapanagot ba whether legislator, whether opisyal ng Malacanang, or contractor? Isa pang tanong, ano na mangyayari sa flood control sa 2026 budget? Kasi isa na sa pinakamalaking program or item sa budget ng DPWH ‘yan.
