Legacy Construction Corporation</strong></div><p>Topping the list is Legacy Construction Corporation which has 132 flood control projects totaling P9.56 billion, based on the newly-launched Sumbong sa Pangulo website.</p><p>Securities and Exchange Commission (SEC) records show that the company is led by brothers Alex and Raymond Abelido, who serve as president and vice president, respectively. Together, they own 85-percent of the firm’s shares.</p><p>While Legacy’s principal office address is based in Brgy. San Antonio in Pasig, many of its projects are located in other regions of the country.</p><p>A total of P2.75 billion involve 37 projects in Negros Occidental. Cebu has the next highest project value at P1.6 billion, followed by Romblon at P1.4 billion and Negros Oriental at P961.2 million.</p><div><br/></div><div><strong>2. Alpha &amp; Omega General Contractor &amp; Development Corporation</strong></div><p>Coming in at number two is Alpha &amp; Omega General Contractor &amp; Development Corporation, which is based in Barangay Bambang in Pasig City, based on SEC data.</p><p>Cezarah Rowena C. Discaya or Sarah Discaya, who lost in the 2025 Pasig City mayoralty race against Vico Sotto, is listed as President. She also has 96-percent ownership over the company.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/5/13/halalan-2025-vico-sotto-wins-by-a-landslide-in-pasig-0827">READ: Vico Sotto wins by a landslide in Pasig</a></div><p>According to the Sumbong sa Pangulo website, Alpha &amp; Omega has 106 flood control projects totaling P7.73 billion. Of this amount, 21 projects with a combined value of P1.75 billion are contracted to the company and other contractors.</p><p>A tenth of the value—P759.45 million—involve 11 projects in Manila City. Bulacan also has 11 projects valued at P672.22 million, followed by Davao Occidental with 7 projects valued at P647.81 million.</p><p>It has also undertaken a few projects in Malabon, including nearly P140 million worth of flood control works along the Tullahan river.</p><div><br/></div><div><strong>3. St. Timothy Construction Corporation</strong></div><p>At the third spot is St. Timothy Construction Corporation, which is likewise linked to the Discaya family.</p><p>Ma. Roma Angeline Discaya Rimando serves as President and owns majority or 85 percent of the company’s shares, according to latest SEC records.</p><p>St. Timothy Construction Corporation has 105 flood control projects totaling P7.32 billion as seen on the website launched by Malacañang. A quarter of the value—P1.8 billion—involve 30 projects in Abra. Manila City has 15 projects valued at P1.26 billion, followed by Ilocos Norte with 9 projects valued at P518.31 million.</p><p>Some of the other multi-million peso projects under the company’s name include a dike in Naujan, Oriental Mindoro worth more than P247 million, and a P102-million flood mitigation structure along the East Manggahan River in Taytay, Rizal.</p><div><br/></div><div><strong>4. QM Builders</strong></div><p>Fourth top contractor QM Builders is owned by the Quirante family of Cebu City.</p><p>Based on the Sumbong sa Pangulo website, QM Builders has 97 flood control projects totaling P7.77 billion. Of this amount, 8 projects with a combined value of P619.59 million are contracted to the company and other contractors.</p><p>Most of the projects, or 95 projects valued at P7.66 billion—are located in Cebu. These include four flood control projects in Talisay City, each with the same price tag of P144,750,000.</p><div><br/></div><div><strong>5. EGB Construction Corporation</strong></div><p>The Baggao family of Ilagan city, Isabela, meanwhile owns top 5 contractor, EGB Construction Corporation.</p><p>It has 97 flood control projects totaling P7.98 billion. Of this amount, 58 projects with a combined value of P4.77 billion are contracted to the company and other contractors.</p><p>Most of the projects, or 47 projects valued at P3.45 billion—are located in Isabela, followed by 8 projects valued at P1.03 billion in Nueva Vizcaya.</p><p>Several of these projects also share the same price tag of P147,750,000, which President Marcos had said seemed “impossible”.</p><div><br/></div><div><strong>6. Topnotch Catalyst Builders Inc.</strong></div><p>Topnotch Catalyst Builders Inc., owned by Eumir Villanueva and Pamela Villanueva of Las Piñas, is based in Muntinlupa, according to the SEC.</p><p>Based on Malacañang’s list, most of its flood control projects are located in Bulacan, as well as in some cities in Metro Manila.</p><div><br/></div><div><strong>7. Centerways Construction and Development Inc</strong></div><p>Centerways Construction and Development Inc has its principal office in Sorsogon City, and is owned and led by Lawrence R. Lubiano.</p><p>All of its listed projects are located in different provinces in the Bicol Region, except for three in Cebu.</p><div><br/></div><div><strong>8. Sunwest, Inc</strong></div><p>Also on the list is Sunwest, Inc, which was formerly Sunwest Construction and Development Corporation, based in Albay.</p><p>The firm is being linked to Ako Bicol party-list Rep. Elizaldy Co, but he said he had divested from the company. </p><p>According to SEC data, Aderma Alcazar of Legazpi is now the President and Owner of Sunwest, Inc.</p><p>Sunwest has secured numerous contracts in the Bicol Region, including a flood control structure in Catanduanes worth over P192 million, but it also has projects with heftier price tags in places like Oriental Mindoro and Occidental Mindoro.</p><div><br/></div><div><strong>9. Hi-Tone Construction and Development Inc.</strong></div><p>At number 9 is Hi-Tone Construction and Development Inc. Its principal office address is located in Sto. Domingo, Albay, based on the SEC records.</p><p>Its president is Edgar Acosta, who according to records, is based in Legazpi City. </p><p>Based on the flood control website, its projects are located in Pasay City, Camarines Sur, Saranggani Province, Sorsogon, Albay, Occidental Mindoro and Camarines Sur, among others.</p><div><br/></div><p>10. Triple 8 Construction &amp; Supply Inc</p><p>Triple 8 Construction &amp; Supply Inc’s primary office is located in Marilao, Bulacan, according to government documents. </p><p>Its president is Wilfredo Natividad, while the rest of the officers include Jocelyn R. Natividad, Estevan Jaime Natividad, Patrick Natividad, and Justin Wilbert Natividad.</p><p>According to the records from the President’s flood control website, most of the projects awarded to Triple 8 are located in Bulacan, Cavite, Quezon City, Manila and Pasay City, among others.</p><div><br/></div><div><strong>11. Royal Crown Monarch Construction and Supplies Corp</strong></div><p>At the 11th spot is Royal Crown Monarch Construction and Supplies Corp, which is owned by the Miranda family of Tarlac City.</p><p>The flood control projects listed under the company, based on the Sumbong sa Pangulo website, are all located in Central Luzon: particularly Tarlac, Pampanga, and Bulacan.</p><p>ABS-CBN News continues to coordinate with the SEC and other government agencies to get details on other contractors named in the President’s list, such as Wawao Builders, MG Samidan Construction, L.R. Tiqui Builders Inc., and Road Edge Trading and Development Services.</p><div><br/></div><div><strong>12. Wawao Builders Corporation</strong></div><p>Wawao Builders Corporation’s principal office address is located in Occidental Mindoro, based on its General Information Sheet filed at the SEC. However, several documents obtained from the DPWH cited the company address located in Tandang Sora, Quezon City. </p><p>Its president is Mark Allan Villamor Arevalo, while other listed executives include Jessica Aven Arevalo and Eduardo Francisco Aven Jr, among others. </p><div><br/></div><div><strong>13. MG Samidan Construction</strong></div><p>Based on the SEC records, the principal office address of M.G Samidan Construction is in Mountain Province. Its President, Vice President, Treasurer and Corporate Secretary are from the Samidan family namely Marjorie Samidan, Kevin Samidan, Kliff Samidan and Kamille Samidan, respectively.</p><p>According to the data from the Sumbong Sa Pangulo website, most of the projects awarded to MG Samidan Construction are located in the north, including in Bengeut, Abra, La Union and Pangasinan.</p><div><br/></div><div><strong>14. L.R. Tiqui Builders, Inc</strong></div><p>L.R. Tiqui Buildings, Inc’s registered office address is located in Sta. Maria, Bulacan. Based on records, its president is Luisito Tiqui while its Vice President and Treasurer is Maria Soledad DG Tiqui.</p><p>Most of its projects are located in Bulacan, Marikina, Malabon and Tarlac, among others. </p><div><br/></div><div><strong>15. Road Edge Trading &amp; Development Services</strong></div><p>Meanwhile, there are no available records for the Road Edge Trading &amp; Development Services upon checking at the &quot;Check with SEC&quot; website.</p><div><br/></div><div><strong>MARCOS STOPS SHORT OF MAKING ANY ACCUSATIONS</strong></div><p>Despite their inclusion in Malacañang’s presentation on Monday, President Marcos clarified that these contractors are not necessarily accused of any wrongdoing at this point in the investigation.
