<p>MANILA - The Palace on Thursday responded to a remark made by Vice President Sara Duterte’s defense team spokesperson that her camp would explain her alleged misuse of confidential funds in the &quot;proper forum”.</p><p>Atty. Michael Poa earlier said the Commission on Audit is the proper forum to answer the alleged confidential fund misuse following the Senate’s archiving of Duterte’s impeachment case. </p><p>Palace Press Officer Undersecretary Claire Castro argued that a notice of disallowance from COA does not mean mere document insufficiency.  </p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/13/sara-duterte-camp-gearing-up-for-highly-probable-2026-impeachment-lawyer-1448"><strong>&#x27;She&#x27;s ready&#x27;: Sara Duterte camp gearing up for &#x27;highly probable&#x27; 2026 impeachment</strong></a></div><p> “Tandaan po natin nagkaroon na po ng notice of disallowance at kapag sinabi po natin notice of disallowance hindi lamang ito basta-basta kulang sa dokumento, nagsasabi ito na maaaring mayroong mga irregular, excessive at questionable spendings sa paggastos, so there’s sa presumption of misuse of funds,” she said in a Palace press briefing. </p><p>Poa earlier maintained that there was no mention of any corruption in the COA findings.</p><p> &quot;If you look at the findings of COA, whether it be from the audit observation memorandum, which is the first issuance of their findings all the way to the notice of disallowance, walang nakasulat doon na merong korupsiyon na nangyari or may binulsang pera,&quot; he told ANC’s Headstart.</p><p> &quot;Ang nakasulat doon may kakulangan sa mga dokumentong na-submit that&#x27;s why they&#x27;re asking OVP to submit more documentation para makita talaga na maayos yung paggasta ng pera,” Poa added. </p><p>The Palace officer further asked Poa to explain the alleged use of certifications from the military for the P15 million confidential funds of the education department.</p><div> </div><p>“So mas maganda na rin po siguro matanong si Attorney Poa, dahil siya naman din ang umamin tungkol sa 15 million pesos na walang resibo at that time,” she said. </p><div> <a href="https://www.abs-cbn.com/news/nation/2025/8/11/habitual-absence-saan-vp-sara-says-claim-has-no-basis-1924"><strong>‘Habitual absence, saan?’: VP Sara says claim has ‘no basis’ </strong></a></div><p> “Ito po ay kanya ring binalita or sinabi bilang resource person sa hearing sa House of Representative, kung saan ang 15 million pesos na confidential funds ng DepEd ay nagamit at kumuha lamang sila ng mga certificates para sa youth leadership summit. Pero ito po ay inamin na hindi po ito ginastusan ng DepEd,” Castro claimed. </p><p>“So, lumalabas lamang po na iyong mga certificates na ginamit ni Attorney Poa para maibigay sa COA ay lumalabas na to cover up or panakip-butas para maipakita na may ginastos na P15 million. Siguro mas maganda po, mismo manggaling kay Attorney Poa kung ano na ang nangyari doon sa P15 million na ginamitan lang nila ng certificates from the AFP na hindi naman ginastusan ng DepEd confi funds,” she asserted.</p>
