May isla sa gitna, tinutubuan na ng damo, masukal na yan. Hawakan mo yung semento dito. Unang-una yung semento ganiyan lang kakapal. Dapat 18 centimeters, parang kalsada,” he said.</p><p>“Hawakan ninyo sa kamay, kayang durugin, malabnaw yung semento na ginamit. Nagtipid sa semento,” he said.</p><p>“Hahanapin natin kung sino sa gobyerno, sa private at kailangan managot sila dito sa kanilang nagawa. Ampow po ang gawa,” read the hand-written letter sent to the President.</p><p>“Ang halo po ng semento niyan ay 15 sako ng graba at 15 sako ng buhangin at 2 sako ng semento lang,” it read.</p><p>“Madami na pong naging bitak ang dike pero walang naging aksyon… Alam na din po ng DPWH po yan, nakita na po nila na sira na po yan pero walang aksyon na ginawa.”</p><p>The P77.19-billion project in Barangay Frances was awarded to Wawao Builders and funded in 2023, and was marked as completed in July 2023, according to data from the Sumbong sa Pangulo website.</p><p>Wawao Builders ranked as the 12th contractor that cornered the most number of flood control projects from the DPWH between July 2022 and March 2025.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/11/a-deeper-look-into-marcos-s-list-of-top-flood-control-contractors-0037">A deeper look into Marcos’s list of top flood control contractors</a></div><p>It was awarded with 58 contracts amounting to P4.20 billion.
