MANILA -- Senator Robinhood Padilla has filed Senate Bill 1200 which seeks mandatory drug testing for all government personnel, including the President of the Philippines.Padilla filed the bill the same day his Political Affairs Officer 6 Nadia Montenegro resigned after being linked to alleged marijuana use in the Senate building. Montenegro has since denied the allegation.Padilla&#x27;s bill shall be known as the &quot;Drug Free Government Act.&quot; It will amend Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 to mandate hair follicle testing for screening and urine drug test for confirming a positive hair follicle drug test.It will make drug testing mandatory for all elected and appointed officials  of the government, government instrumentalities, or government owned and controlled corporations, whether domestic or overseas, including the President of the Philippines annually.A positive result shall be a ground for suspension or termination from office, subject to certain pertinent laws.Candidates for electoral posts are not precluded from undergoing voluntary hair follicle drug test within 90 days prior to election day.Padilla in his explanatory note said there are gaps in ensuring the effective and consistent enforcement of a drug free policy across the bureaucracy.
