MANILA — As hearing and investigations into alleged flood control projects continue, Sen. Francis Pangilinan wants Public Works Secretary Manuel Bonoan to explain why he hasn&#x27;t resigned yet.Failed and non-existent flood control projects have been in the news since July, when President Ferdinand Marcos Jr. mentioned them in his State of the Nation Address and announced an investigation.
