Panfilo Lacson has proposed an unusual practice for the country&#x27;s spending plan for 2026: adopt the executive&#x27;s National Expenditure Program (NEP) in full. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/13/dbm-transmits-2026-national-expenditure-program-to-congress-1058">DBM transmits proposed P6.79-T budget for 2026 to Congress</a></div><p>&quot;For a change, why not have the Senate adopt the NEP so that if there will be problems in implementing projects in 2026, it will be on the executive department,&quot; he said in Filipino in a radio interview Thursday.</p><p>Lacson proposed the &quot;experiment&quot; for just one year in a bid to prevent a repeat of the alleged corruption in the insertions and realignments of the 2025 budget.</p><p>&quot;At least if it&#x27;s the NEP, I&#x27;m sure the items in it were studied carefully by the implementing agencies concerned,&quot; he added.</p><p>Lacson said he was considering moving to adopt the NEP at the briefing of the Development Budget Coordination Committee (DBCC) ay the Senate.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/18/-we-will-scrutinize-house-of-representatives-kicks-off-2026-budget-deliberation-1201">&#x27;We will scrutinize&#x27;: House of Representatives kicks off 2026 budget deliberation</a></div><p>Lacson noted that the Senate and House of Representatives can both adopt the NEP, then guard the implementation of the projects.</p><p>&quot;This will be a one-year experiment.
