Manila Mayor Isko Moreno Domagoso ordered the suspension of face-to-face classes at all levels in both public and private schools after heavy rains caused massive flooding in the city.

The weather bureau PAGASA issued a heavy rainfall warning in various parts of Luzon due to the southwest monsoon enhanced by Tropical Depression Isang.

Jonathan Cellona, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Students navigate the flooded section of Taft Avenue in Manila on Friday, August 22, 2025. <em>Jonathan Cellona, ABS-CBN News</em></span></span></span></div><p>MANILA — Manila Mayor Isko Moreno is calling on the Senate to include in its investigation the flood control projects in the city, after portions of the capital were submerged on Friday due to heavy rains.</p><p>Moreno told ABS-CBN News on Saturday that he made the appeal for Senate to probe flood control projects in Manila, particularly in the second, third and sixth districts.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/weather-traffic/2025/8/22/list-flooded-roads-in-metro-manila-on-aug-22-friday-0940">LIST: Flooded roads in Metro Manila on Aug. 22, Friday</a></div><p>&quot;I’m happy na ang Senado, nakita ko, napanood ko si Senator Ping Lacson at si Senator Marcoleta na si Senator Ping Lacson, nag-privilege speech si Senator Marcoleta nag-iimbestiga,&quot; he said in a Facebook live on Friday.</p><p>&quot;Sana maimbestigahan din niya ‘yung mga congressman na involved sa mga ganitong klaseng transaksyon. Bakit ba nakikialam ang congressman sa flood control project o mga pumping station ng DPWH (Department of Public Works and Highways),&quot; Moreno added.</p><p>He attributed the flooding to the heavy rains and the supposed substandard flood control projects in the city.</p><p>According to data extracted from the Sumbong sa Pangulo website by the ABS-CBN Research and Verification Unit, P14.5 billion worth of flood control projects are in Manila City.  </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/15/map-flood-control-projects-in-metro-manila-2203">MAP: Flood control projects in Metro Manila</a></div><p>Moreno questioned why they have the biggest flood control budget allocation but they are still being affected by flooding.</p><p>Moving forward, the mayor hopes flood control projects will be implemented the right way to better serve their constituents.</p><p>&quot;Ang long-term solusyon diyan ay proper flood control project. I hope someday somehow matuto na ang ating bansa. Yung mga pulitiko, huwag nang nakikialam sa mga flood control project,&quot; Moreno added.</p><p>He said he would rather have the local government of the Metro Manila Development Authority to operate and maintain flood control projects, even the projects from the DPWH.</p><div><a class="fr-strong fr-green" href="https://www.abs-cbn.com/news/nation/2025/8/23/lacson-senators-could-also-have-made-budget-insertions-for-flood-control-projects-1416">Lacson: Senators could also have made budget insertions for flood control projects</a></div><div><br/></div><div><strong>CONGRESSMEN RESPOND</strong></div><p>The representatives of the three districts mentioned by Moreno said they are open to an investigation of flood control projects in the city.  </p><p>Manila 2nd District Rep. Rolando Valeriano pointed out that the area that experienced flooding on Friday where areas outside his district. But nonetheless, he welcomed the probe.</p><p>&quot;Ang binaha mismong harap ng City Hall, yung lugar niya mismo. Taft, Adriatico, that is district five. Pero okay lang yun. Welcome ang investigation sa akin, wala naman tayong tinatago. Pero ganito pag inimbestigahan natin flood control, imbestigahan natin lahat including the garbage collection,&quot; he said. </p><p>&quot;Sa akin sige let&#x27;s investigate everybody, not only district two, three and six. Lahatin na natin including the local government when it comes to flood control,&quot; Valeriano added.</p><p>The lawmaker appealed to Moreno to set aside politics in the pressing issue.</p><p>&quot;Hindi naman to pulitika ang isyu na ito. Yung flood control is very serious accusation and very serious matter na sineseryoso dapat ang halal ng bayan. Gagamitin mo pa ang Senado para lang sa paghihiganti mo,&quot; he said.</p><p>Valeriano reiterated that lawmakers merely propose or recommend projects, but it&#x27;s up to the national government agency to approve it.</p><p>Manila 3rd District Rep. Joel Chua echoed the sentiments of Valeriano.</p><p>&quot;No problem with me. Maganda po yan para malaman na din natin kung ito nga po ang tamang solusyon sa baha. Pero dapat tingnan din natin yung iba pang contributory factor like basura,&quot; he said in a text message.</p><p>&quot;Baha buong Manila eh. Why being selective? Sa akin wala naman ako problema kasi hindi ako nakikialam sa National Government Projects. That is not the job of Congress,&quot; Chua added.</p><p>Manila 6th District Rep. Bienvenido Abante called for solutions, not soundbites amid the pressing issue.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/19/dpwh-chief-admits-existence-of-ghost-flood-control-projects-vows-probe-1233">DPWH chief admits existence of &#x27;ghost&#x27; flood control projects, vows probe</a></div><p>&quot;We welcome calls for an honest to goodness review of flood control projects in Manila. But if we genuinely want to understand the roots of the problem, then we must be serious about finding solutions—not scoring political points,&quot; he said in a statement.</p><p>Abante suggested for a probe that goes beyond the current administration.</p><p>&quot;That is why I call for a thorough investigation of all flood control projects in Manila—and not just from the last term, but all the way back to 2019 or even further. Let&#x27;s look not just at the projects funded by the national government, but at the projects pursued by the local government,&quot; he said.</p><p>&quot;Seryoso ba si Mayor na solusyunan ang problemang ito? Mahalaga ba talaga sa kanya ang kapakanan ng ating mga kababayan sa Maynila? If we are serious about the flooding problem, let&#x27;s be serious about understanding and solving it.
