President Ferdinand R. Marcos Jr. signs into law the Judiciary Fiscal Autonomy Act at the Ceremonial Hall of Malacañan Palace in Manila on August 14, 2025. 

The law strengthens the constitutional guarantee under Article VIII, Section 3, ensuring that the Judiciary’s budget cannot be reduced below the previous year’s allocation and must be automatically released. It also authorizes the Supreme Court to submit its budget proposal directly to Congress, mandates the automatic monthly release of funds, and requires quarterly reporting to the President and Congress. Witnesses include Chief Justice Alexander G. Gesmundo, Senate President Chiz Escudero, House Speaker Martin Romualdez, Executive Secretary Lucas Bersamin, Pampanga 2nd District Rep. Gloria Macapagal-Arroyo, and other officials.

Marcos Jr., August 14, 2025. <em>Mark Balmores, PPA Pool/File</em></span></span></span></div><p>MANILA — President Ferdinand Marcos, Jr. on Monday said the country should strengthen its fight against corruption and abuse of power to protect the country’s future, as his administration intensified its crackdown on anomalous flood control projects.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/24/on-national-heroes-day-marcos-says-nation-building-a-constant-unrelenting-endeavor-0741">On National Heroes&#x27; Day, Marcos says nation-building a &#x27;constant, unrelenting endeavor&#x27;</a></div><p>In his speech during this year’s commemoration of the National Heroes’ Day, the President said the country should not only focus on reinforcing its defense mechanisms to protect the nation.</p><p>“May ilan sa atin na mas pinipili ang sariling interes at kapakanan kaysa sa bayan at sa kapwa Pilipino. Kasabay ng paglipas ng panahon ay ang pagsibol ng mga bagong hamon na kailangan nating harapin,” Marcos said.</p><p>“Hindi lang pagpapalakas ng ating depensa ang kailangan nating tutukan upang maalagaan ang ating kalayaan. Kailangan din natin labanan ang banta ng katiwalian at pang-aabuso sa kapangyarihan ng ating lipunan,” he added.</p><p>The President said those involved in corruption were not only stealing money, but also the health, dreams, and the future of the next generation.</p><p>“Kaya’t hindi natin dapat ipagwalang bahala ang maliliit na panlilinlang sapagkat kung paulit-ulit na ito’y pinapalampas natin, unti-unti nitong sinisira ang ating lipunan nang hindi natin namamalayan, May pananagutan tayo sa ating bansa na maging mas mapanuri sa mga mali; na isiwalat ang mga panloloko at manindigan sa alam natin na tama kahit hindi ito madali,” he said.</p><p>Marcos made his statement as the administration looked into possible corruption involving flood mitigation projects in the country – with several infrastructure found abandoned or not even constructed at all. </p><p>During his visit in Tuba, Benguet on Sunday, the President described the rock shed and rock netting projects there as “useless” or overpriced, as these failed to protect residents from falling rocks or debris at the height of heavy rains last month. </p><p>Last week, he said he was “very angry” that a P55-million flood control project in Baliuag, Bulacan was non-existent despite it being marked completed by the public works department.</p><div><strong>RELATED VIDEO: </strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/ZmbthUN_y7k??t=1860&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable" spellcheck="false"></iframe></span></strong><br/></div>
