Jinggoy ginisa si Sarah Discaya | ABS-CBN News" frameBorder="0" allowfullscreen=""></iframe></div><p>MANILA — Government contractor Sarah Discaya on Monday confirmed owning 28 luxury cars and denied having ghost projects as she faced the Senate Blue Ribbon Committee on the allegedly anomalous flood control infrastructure. </p><p>Discaya and other contractors were subpoenaed by the panel after they were pinpointed by President Ferdinand Marcos, Jr. as among those who cornered the most number of flood control projects.</p><p>During the interpellation, Senate President Pro Tempore Jinggoy Estrada quizzed Discaya on her collection of luxury cars which were viral in social media.</p><p>&quot;Ilan yung luxury cars mo?&quot; Estrada asked.</p><p>&quot;Nasa 28 po,&quot; Discaya replied, explaining she bought them from local dealers.</p><p>Estrada asked her, &quot;Paano kayo nagka-interes sa kotse? Saan nyo gagamitin yung 28 kotse na luxury cars? Araw-araw, gusto mo magpalit ng kotse?&quot;</p><p>&quot;I have four kids that use it all the time,&quot; Discaya replied.</p><p>Discaya maintained the cars were not purchased with the taxpayers&#x27; money.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/26/boc-to-probe-discaya-couple-s-luxury-car-collection-1420">Customs to probe Discaya couple’s luxury car collection</a></div><p>In the same interpellation, Discaya denied they have ghost projects.</p><p>She said that in 2022, she bidded for 491 projects but got only 71 and only for Alpha and Omega.</p><p>Discaya estimated she has 400 projects with the DPWH, nationwide, and their projects were not limited to flood control.</p><p>She said the bulk of their projects were outside Metro Manila.</p><p>&quot;We have in Romblon, Cebu, Bohol, Bacolod, Zamboanga. Discaya says viral video &#x27;spliced&#x27;</a></div><div><br/></div><div><strong>‘FAVORED’? </strong></div><p>Senate President Pro Tempore Jinggoy Estrada alleged the Discaya companies were favored and often got first crack in public works projects.</p><p>&quot;Bakit nakakapagtaka? Dahil yung construction companies nyo, yun ang laging favored, kumbaga, sa bidding. Kasi ang balita ko, isa kayo sa mga una nakakita at nakakapili ng mga projects, bago pa mabuo ang National Expenditure Program, yung tinatawag natin na NEP,” the senator said. </p><p>“Parang menu lang sa restaurant na nakaka-order kayo kaagad. Sino ang point person nyo sa DPWH na nagbibigay sa inyo ng informasyon na ito?” he asked.</p><p>Discaya told the panel they joined the bidding for public works contracts after seeing them on a government procurement website.</p><p>&quot;We joined the bidding na we know that we were qualified for,&quot; she said.</p><p>Discaya admitted knowing people from DPWH, including district engineers for Bulacan and Laguna, but denied they gave her projects.</p><p>She confirmed owning 9 construction companies and said she began securing contracts from the DPWH in 2012.</p><p>Maria Roma Angeline D. Rimando, a niece of Discaya&#x27;s husband, said St. Timothy Construction has 145 flood control projects since 2022. A Rimando cousin owns Elite Construction, she said.</p>
